Arguments over verification principles and procedures are increasingly common for accords about the environment, human rights, and economics, but they have been especially important in the arena of national security. Nancy Gallagher explains, "In a world in which states face conflicting pressures to maximize military capabilities and negotiate mutual restraints, the prospects for arms control often hinge on verification . . . In the standard American formulation, verification is the 'critical element of arms control.'" In The Politics of Verification, Gallagher explores the causes of verification controversies and the processes through which they are perpetuated or provisionally resolved. By examining nuclear test ban negotiations from the Eisenhower through the Clinton administrations, Gallagher finds that the assumptions about verification that have dominated U.S. policy shape domestic debates in ways that hinder stable agreement on significant test restrictions. She focuses on the dynamic interconnections between domestic and international politics, and analyzes the slow process of coalition building when conflicting interests and ideas create divisions both among and inside states. Gallagher concludes that the end of the Cold War has altered the arms control context without resolving basic questions about the appropriate amount and type of verification. Thus, the negotiation and ratification of major cooperative accords will continue to be shaped by verification compromises and coalitions.

Book excerpt: Originally published in 1985, the level of anxiety and suspicion between the USA and the USSR had rarely been higher. Many advocates of arms control believed that effective verification would reduce tensions and lessen the risk of war. This book analyses the two main issues of verification. One is technological: what are the present capabilities of various verification techniques and what is their potential? The devices and methods currently employed by the two major nuclear powers and by international organizations to monitor the compliance of states with arms control or disarmament treaties are examined. The second issue is political: how do US and Soviet approaches compare, what are the roles of domestic and bureaucratic politics, and on what criteria can a workable standard of adequacy be based? In short, how much is enough? Although the study concludes that a number of significant arms control measures can already be adequately verified, modern weapons are becoming more mobile and it is becoming easier to conceal them. There is a danger that the ability to hide weapons will outstrip the ability to find them. Verification cannot promise to detect all violations; a workable standard of adequacy in verification must derive from the ability to detect militarily significant violations.

Yet the strengths and limitations of these nonproliferation and arms control mechanisms remain unclear. How should these regimes best be implemented? What are the technological, political, and other limitations to these tools? What technologies and other innovations should be utilized to make these regimes most effective? How should recent developments, such as the 2015 Iran nuclear deal or Syria's declared renunciation and actual use of its chemical weapons, influence their architecture? The Politics of Weapons Inspections examines the successes, failures, and lessons that can be learned from WMD monitoring and verification regimes in order to help determine how best to maintain and strengthen these regimes in the future. In addition to examining these regimes' technological, political, and legal contexts, Nathan E. Busch and Joseph F.
