Book excerpt: This volume examines the impact on economic performance of structural policies-policies that increase the role of market forces and competition in the economy, while maintaining appropriate regulatory frameworks. The results reflect a new dataset covering reforms of domestic product markets, international trade, the domestic financial sector, and the external capital account, in 91 developed and developing countries. Among the key results of this study, the authors find that real and financial reforms (and, in particular, domestic financial liberalization, trade liberalization, and agricultural liberalization) boost income growth. However, growth effects differ significantly across alternative reform sequencing strategies: a trade-before-capital-account strategy achieves better outcomes than the reverse, or even than a "big bang"; also, liberalizing the domestic financial sector together with the external capital account is growth-enhancing, provided the economy is relatively open to international trade. Finally, relatively liberalized domestic financial sectors enhance the economy's resilience, reducing output costs from adverse terms-of-trade and interest-rate shocks; increased credit availability is one of the key mechanisms.

Book excerpt: As economic reform in developing countries has shifted from macroeconomic stabilization to liberalization, opportunities for legislators to influence the process and outcome of reform have increased and their role has become more important. This book focuses attention on differences in institutional structure, in political parties and electoral rules, to show how they create incentives that can explain the varying ways in which legislators respond to policy initiatives from the executive branch. In Argentina and the Philippines, presidents proposed similar fiscal reforms in the 1990s: expanding tax bases, strengthening tax administration, and redesigning tax revenue-sharing with subnational governments. Drawing on archival research and interviews with policy makers, Kent Eaton follows the path of legislation in these three areas from initial proposal to final law to reveal how it was shaped by the legislators participating in the process. Obstacles to the adoption of reform, he demonstrates, are greater in candidate-centered systems like the Philippines&’ (where the cultivation of personal reputations is paramount) than in party-centered systems like Argentina&’s (where loyalty to party leaders is emphasized). To test his argument further, Eaton looks finally at other kinds of reform ventured in these two countries and at tax reforms attempted in some other countries.

Policymakers expected that these changes would speed up growth. This book is part of a multi-year project to determine whether these expectation have been fulfilled. Focusing on technological change, the impact of the reforms on the process of innovation is examined. It notes that the development process is proving to be highly heterogenous across industries, regions and firms and can be described as strongly inequitable. This differentiation that has emerged has implications for job creation, trade balance, and the role of small and medium sized firms. This ultimately suggests, amongst other things, the need for policies to better spread the use of new technologies.

Book excerpt: The present study is the first to examine the balance of power among all the players who influence the adoption of structural reforms - politicians, regulators, and interest groups. Special attention is devoted to the effect of conflicts between regulators. Professional conflicts signal to politicians that there is a high level of risk in implementing a given reform, thereby weakening their confidence in it. Conflicts also benefit interest groups, increasing their effectiveness vis-agrave;-vis politicians. Using a unique data set on 32 attempts to reform Israel's financial market, I find that the greater the extent of conflicts among regulators and the greater the intensity of the opposition of interest groups, the lower the probability that a reform will be implemented. These conflicts, together with the strength of interest groups, have led to repeated attempts to introduce reforms, so that on average it has taken ten years for a reform to be adopted.

Recent commentators on Russia's economic reforms have almost uniformly declared them a disappointing and avoidable--failure. In this book, two American scholars take a new and more balanced look at the country's attempts to build capitalism on the ruins of Soviet central planning. They show how and why the Russian reforms achieved remarkable breakthroughs in some areas but came undone in others. Unlike Eastern European countries such as Poland or the Czech Republic, to which it is often compared, Russia is a federal, ethnically diverse, industrial giant with an economy heavily oriented toward raw materials extraction. The political obstacles it faced in designing reforms were incomparably greater. Shleifer and Treisman tell how Russia's leaders, navigating in uncharted economic terrain, managed to find a path around some of these obstacles. In successful episodes, central reformers devised a strategy to win over some key opponents, while dividing and marginalizing others. Such political tactics made possible the rapid privatization of 14,000 state enterprises in 1992-1994 and the defeat of inflation in 1995. But failure to outmaneuver the new oligarchs and regional governors after 1996 undermined reformers' attempts to collect taxes and clean up the bureaucracy that has stifled business growth.Renewing a strain of analysis that runs from Machiavelli to Hirschman, the authors reach conclusions about political strategies that have important implications for other reformers. They draw on their extensive knowledge of the country and recent experience as advisors to Russian policymakers. Written in an accessible style, the book should appeal to economists, political scientists, policymakers, businesspeople, and all those interested in Russian politics or economics.
