This dissertation investigates the impact of the home economy skill base on firms' off-shoring and out-sourcing decisions, asking: how are globalization pressures mediated and shaped by politically constructed institutions? Chapters One and Two review the literatures on 'varieties of capitalism' and national skill profiles, examining the relationship between skills and production strategies in the US (general skills and Fordism), Germany (industry-specific skills and diversified quality production) and Italy (tacit skills and industrial district production). Despite considerable differences, politicians and business leaders in all three countries have embraced remarkably similar skill-building rhetoric. The dissertation then examines globalization as a de-stabilizing agent for skill-building systems, focusing on the textiles and apparel industries. Chapter Three argues that domestic education and training institutions in the United States facilitated offshoring, and that upgrades in management skills were rarely accompanied by more robustly skilled workers on the production floor. Chapter Four argues that recent changes in Italian industry structure attempted to ensure a steady supply of a vital input -workers with lots of tacit skill - but an over-reliance on tacit knowledge could ultimately undermine competitiveness in the industry. Chapter Five finds that Germany's edge in production, rooted on strong, industry-based skills institutions, gave firms a clear advantage in the period of intense globalization. But given recent transfer of skills from German firms to Central European suppliers, how enduring Germany's skills advantage will be remains unclear. Chapter Six examines the impact of new, global technologies on national skill-building systems, looking at the advent of information technology skill certifications. Despite important national variations in adoption, IT skill certificates came to define skill sets at the international level, underscoring the importance of a new set of global, often for profit actors in previously domestic arena of training and education. Chapter Seven concludes with a discussion of the skills workers and employers need to be competitive in the global economy, arguing that reform of formal education institutions may be necessary but insufficient. Policy makers and employers would do well to focus more attention on fostering tacit skills.

Through a wide variety of case studies, the chapters explore how actors identify their interests, mobilize them into action, and resolve conflicts among them.

The United States has too many low-quality, low-wage jobs. Every country has its share, but those in the United States are especially poorly paid and often without benefits. Meanwhile, overall productivity increases steadily and new technology has transformed large parts of the economy, enhancing the skills and paychecks of higher paid knowledge workers. What’s wrong with this picture? Why have so many workers benefited so little from decades of growth? The Work of the Future shows that technology is neither the problem nor the solution. We can build better jobs if we create institutions that leverage technological innovation and also support workers though long cycles of technological transformation. Building on findings from the multiyear MIT Task Force on the Work of the Future, the book argues that we must foster institutional innovations that complement technological change. Skills programs that emphasize work-based and hybrid learning (in person and online), for example, empower workers to become and remain productive in a continuously evolving workplace. Industries fueled by new technology that augments workers can supply good jobs, and federal investment in R&D can help make these industries worker-friendly. We must act to ensure that the labor market of the future offers benefits, opportunity, and a measure of economic security to all.

Book excerpt: This book documents the recent developments of what Marx called the 'general law of social production', and the leading roles of the Organisation for Economic Cooperation and Development and the World Bank as advocates of a single global model of capitalist development. Marx's 'general law of social production', proposed in Capital (1867), suggests that as the capitalist system of production becomes global, and competition between capitalists becomes more intense, workers are compelled to be versatile (multi-skilled), flexible, and mobile in order to survive. This general law, resulting from scientific and technological innovation and continuous advances in the division of labour generated by competition between capitalists, has given rise to global production chains, 'zero hours' contracts, and the breaking down of production processes into smaller and smaller individual steps, increasingly supported by advanced machines and digital platforms. This book identifies the universal policy framework that promotes these developments as the politics of global competitiveness, and shows that the Washington-based World Bank and the Paris-based Organisation for Economic Cooperation and Development (OECD), working together, are its principal advocates. They do not narrowly promote the interests of the advanced capitalist economies, or the 'West' and its transnational corporations, but rather the unlimited development of the global capitalist system and the world market as a whole. When their policies are examined together and compared, they reveal a single, shared programme, focused not on the relationship between the developed and the developing world, but on the global relationship between capital and labour. Put at its simplest, their aim is to ensure that as many people as possible across the world have the potential to be productive workers, and to propose reforms to welfare or social protection that will oblige them to offer themselves to capitalists for work.

The book shows that, when joint desires of the new economics of knowledge and technology erase epistemology (in a way to assign definitions of knowledge and rules and practices of the public usage of the mind), then the time for epistemology is on its way.

Comparative and econometric studies of migration can provide a wide lens but at times fail to capture the depth and complexity of these communities and attitudes within them. At the same time, empirically focused studies are often case-specific and, while rich in local detail, lack comparative breadth or the ability to make connections and see irregularities across a number of contexts that might be of interest to scholars beyond that specific area. This book connects these literatures together more thoroughly. In particular, it demonstrates that political, cultural, economic and social factors all play important roles in helping us understand the actual (and potential) roles of migrant communities in conflict and the establishment of sustainable security within contemporary society. Lastly, given this context, the book seeks to examine the challenges and opportunities that exist, for such a sustainable security strategy to be developed. This book will be of much interest to students of migration and diaspora communities, peace and conflict studies, security studies and ethnic conflict.

Reading and writing have functioned together in a particular way to build the world as we have known it for three thousand years. These interacting processes have now been transformed at their core and are building a different world, one where certainties of the previous era are disappearing and being displaced by what the author sees as a chronic and pervasive mode of cognitive distraction. Robert Hassan offers a perspective permeated by a sense of history, beginning with the invention of writing and the development of the skill of reading. Together with technological developments, these provide a unique view of the trajectory of modernity into late-modernity, and illustrate how the arc of progress has transformed. New modes of time, technology, and reading and writing are helping create a faster world where we know less about more-and forget what we know evermore quickly. What is the "time" of a thought? Is it possible to measure thinking? Can we consider knowledge or information, or reading and writing, as having temporal "rhythms"? These are questions Hassan tries to answer. So unfamiliar are we to thinking in such terms that they sound impossible. To a significant degree, time, thinking, and many forms of knowledge are the fruits of subjective experience. We connect experiences at superficial levels, where people have different experiences that may be objectively the same, but our interpretations will always diverge in respect of the "reality" we confront.
