Book excerpt: 'Those who were originally called radicals and afterwards reformers, are called Chartists', declared Thomas Duncombe before Parliament in 1842, a comment which can be adapted for a later period and as a description of this collection of papers: 'those who were originally called Chartists were afterwards called Liberal and Labour activists'. In other words, the central argument of this book is that there was a substantial continuity in popular radicalism throughout the nineteenth and into the twentieth century. The papers stress both the popular elements in Gladstonian Liberalism and the radical liberal elements in the early Labour party. The first part of the book focuses on the continuity of popular attitudes across the commonly-assumed mid-century divide, with studies of significant personalities and movements, as well as a local case study. The second part examines the strong links between Gladstonian Liberalism and the working classes, looking in particular at labour law, taxation, and the Irish crisis. The final part assesses the impact of radical traditions on early Labour politics, in Parliament, the unions, and local government. The same attitudes towards liberty, the rule of law, and local democracy are highlighted throughout, and new questions are therefore posed about the major transitions in the popular politics of the period.

It brings the gendered nature of such sites to the fore, finding women where none were thought to gather, and reveals that despite the diversity in these spaces, there existed a dynamic and symbiotic relationship between radical culture and the sites in which it operated. These venues were both shaped by and helped to shape the political identity of a generation of radical men and women who envisioned a new social and political order for Britain.

It shows that feelings were a central, albeit contested, aspect of the political culture of the period. Radical leaders were accused of inflaming the passions; the state and its propertied supporters were charged with callousness; radicals grounded their claims to citizenship in the universalist assumption that workers had the same capacity for feeling as their social betters (denied at this time). It sheds new light on the relationship between protest movements and the state by showing how one of the central issues at stake in the conflict between radicals and their oppressors was the feelings of the propertied classes.

The political radical is normally thought of as someone who stands on the left, opposing backward-looking conservatism. In the present day, however, the left has turned defensive, while the right has become radical, advocating the free play of market forces no matter what obstacles of tradition or custom stand in their way. What explains such a curious twist of perspective? In answering this question Giddens develops a new framework for radical politics, drawing freely on what he calls "philosophic conservatism", but applying this outlook in the service of values normally associated with the Left. The ecological crisis is at the core of this analysis, but is understood by Giddens in an unconventional way - as a response to a world in which modernity has run up against its limits as a social and moral order. The end of nature, as an entity existing independently of human intervention, and the end of tradition, combined with the impact of globalization, are the forces which now have to be confronted, made use of and coped with.
