Available in PDF, EPUB and Kindle. Book excerpt: Because negotiations for the Antarctic Treaty were kept secret, the issues that shaped the treaty system have been poorly understood. Dr. Myhre breaks new ground by examining the records of the first Antarctic Treaty Consultative Meetings and evaluating the events of the Special Consultative Meetings on Antarctic Mineral Resources. Introducing the reader to Antarctic politics, Dr. Myhre examines legal and political problems arising from some nations' claims to sovereignty in Antarctica, reviews initial efforts to create an international administration for the region, and studies in detail the terms of the treaty and the rules of procedure for the consultative meetings. Turning to the diplomatic events that molded the treaty system, he concentrates on the issues that emerged in the 1960s: conservation, the role of Meetings of Experts, the position of the Scientific Committee on Antarctic Research within the treaty system, the obligations of acceding states to uphold previous agreements, and the Consultative Powers' failure to establish an Antarctic Secretariat. Finally, he reviews the two main challenges to the system's survival—mineral extraction and Third World opposition to the present structure.

Available in PDF, EPUB and Kindle. Book excerpt: While environmental protection has been a focus of decision-making under the Antarctic Treaty, the rules adopted did not engender an effective protection regime. This book examines the international politics of environmental protection in the Antarctic. It analyses recent events, including the demise of the Antarctic Minerals Convention and the negotiation of the Madrid Protocol which hold out the hope of much improved protection of the fragile Antarctic environment. This study also considers what political lessons the Antarctic experience might have for broader concerns in international environmental relations.

Download or read book The Seventh Continent written by Deborah Shapley and published by Routledge. This book was released on 2013-11-26 with total page 447 pages. Available in PDF, EPUB and Kindle. Book excerpt: First Published in 2011. Part of the resources for the future library collection on Global Environment and Development, this is the final Volume of seven. This book presents a broad-ranging study of Antarctica's history, politics, and development prospects with a command of issues in geography, science policy, technology, and international law, which is addressed with authority and flair. At this time, nations of the world are struggling to fashion a legal framework to govern Antarctic resources, which some regard as the common heritage of mankind. This debate, described vividly here, represents an ongoing application of the common-property resource concept, which has played a prominent role in RFF's research and analytical contributions during the past quarter-century. Furthermore, the continent's energy and minerals endowment-if exploitable at all (and in the author's judgment the prospects for this are dim)-constitute at best resources for the future.

Book America on the Ice

Download or read book America on the Ice written by Frank Klotz and published by U.S. Government Printing Office. This book was released on 1990 with total page 384 pages. Available in PDF, EPUB and Kindle. Book excerpt: Reviews U.S. interests in Antarctica prior to possible major revisions or even elimination in 1991 of the Antarctic Treaty of 1959, under which the U.S. and other nations have quietly and peacefully pursued exploration and scientific research there. Examines Antarctica before the 1959 treaty, and then scrutinizes the operation of the treaty itself. Three major challenges to continued cooperation in Antarctica have arisen: modest discoveries of dwindling natural resources; certain nations, not signatories to the treaty, question the right of treaty members to control resource development; and disputes over territorial sovereignty remain to be resolved.
