Book excerpt: In the past two decades, research on environmental issues in East and Southeast Asian countries has mainly focused on existing institutional mechanisms of environmental management, the establishment of new environmental management structures, the introduction of incentives to improve natural capital and foster environmental protection, and the culture of environmental or "green" groups. Virtually no rigorous research has been directed into the nature and significance of the existing relationship between government and civil society in individual country studies, with specific reference to the environmental policy sector, or into how this relationship may be evolving. This book explores this connection in Singapore, and what causes it to evolve, through three case narratives. Its rationale is to address this gap in the literature from a "governance theory" perspective that focuses on state adaptation to the external environment and new forms of coordination and collaboration between government and civil society to tackle new societal problems. The application of the "governance theory" approach to specific case studies is itself a topic that deserves much greater study than what it has so far received.

Book excerpt: One of the most challenging environmental threats to the ten countries of the Association of Southeast Asian Nations (ASEAN) has been the haze, the sickening and deadly cloud of smoky pollution caused by widespread burning of land and forests in Indonesia. This book examines both the threat and response to it by analysing environmental cooperation in Southeast Asia from an international regime perspective. Tracing the development of regional cooperation on the haze and evaluating the effectiveness of the cooperation, the author argues that the haze crisis, combined with the economic crisis of 1997, has profoundly challenged the ASEAN modus operandi, and resulted in ASEAN’s efforts to establish an environmental regime to cope with environmental challenges. The emerging ASEAN haze regime is a unique case study of a regional environmental institution in multi-levelled global environmental governance. Based on in-depth original research, this case study is integrated into international relations, political science, and comparative political analysis literatures and contributes to a better understanding of processes within the regional organisation.

It challenges simple analyses of flooding as a singular driver of migration, and instead considers the ways in which floods figure in migration-based livelihoods and amongst already mobile populations. The book develops a conceptual framework based on a ‘mobile political ecology’ in which particular attention is paid to the multidimensionality, temporalities and geographies of vulnerability. Rather than simply emphasising the capacities (or lack thereof) of individuals and households, the focus is on identifying factors that instigate, manage and perpetuate vulnerable populations and places: these include the sociopolitical dynamics of floods, flood hazards and risky environments, migration and migrant-based livelihoods and the policy environments through which all of these take shape. The book is organised around a series of eight empirical urban and rural case studies from countries in Southeast Asia, where lives are marked by mobility and by floods associated with the region’s monsoonal climate. The concluding chapter synthesises the insights of the case studies, and suggests future policy directions.
