Focusing on the Kim Dae-jung administration (1998-2003) as a case study in the failure of a government to turn electoral success into stable governability, or ability to implement reform policies, the book’s research draws on two bodies of literature which, though focusing on the same dependent variable (cabinet or government stability), have rarely been used in tandem: coalition research on parliamentary systems and studies of divided government in presidential systems. Youngmi Kim argues that a weak institutionalization of the ruling party and the party-system accounts for political instability and inefficient governability in Korea and in doing so her study makes a number of key contributions to the field. Theoretically it proposes a framework which integrates a rationalist approach with one that acknowledges the role of political culture. It further enhances the understanding of factors affecting governability after coalition-building across regime types and aims to build on recent demands for broader cross-regime analysis of minority/divided government and of the determinants of governability. This has important comparative implications as coalition-building within (semi-) presidential systems has occurred in other post-authoritarian contexts. The book finally provides a new dataset which fills a gap in a field where Western cases constitute the main focus of research. The Politics of Coalition in Korea will be of interest to students and scholars of Korean studies, Korean politics, Asian studies and Asian politics. In particular, it explains how the longer the war, the harder it is to end, because domestic obstacles to peace become institutionalized over time. Next, it tests this theory with a mixed methods approach—through historical case studies and quantitative statistical analysis. Finally, it applies the theory to an in-depth analysis of the ending of the Korean War. By analyzing the domestic politics of the war's major combatants—the Soviet Union, the United States, China, and North and South Korea—it explains why the final armistice terms accepted in July 1953 were little different from those proposed at the start of negotiations in July 1951, some 294,000 additional battle-deaths later.

The next war for the US Army is likely to be fought for limited ends, with limited resources and limited freedom of action. The military commander must be able to plan operations which support the nation's political aims. He must further do so with the scarce resources made available to him and within the restraints placed upon his freedom of action by political decisionmakers. At the same time he must be able to reconcile US goals with those of the other member(s) of the coalition within which the US is fighting. The Korean War provides an excellent vehicle for examining the military-political relationships as well as the friction caused by differences within an alliance. The monograph begin by tracing the evolution of US strategy and foreign policy to determine US reasons for entering the war. It then examines the war in four phases. In each phase South Korea and US political goals are compared, military operations reviewed, and a determination made as to whether military operations supported the political objectives of that phase. This methodology leads to the conclusion that the failure of the military, notably MacArthur, to understand and/or accept the concept of limited war and the restraints it entails unnecessarily widened and prolonged the war. Book excerpt: Streets in Korea rarely go quiet without first having a public demonstration and Korean citizens are known as seasoned protestors, charting the course of national politics. Between the Streets and the Assembly explores how protest movements have become the prominent mode of democratic politics in Korea, in contrast to political parties in the National Assembly that have lagged behind in partisan representation and accountability. To unpack this political dynamic, this book closely follows three groups of democracy activists who were born in their resistance to military dictatorships but who pursued different methods of democratic representation in postauthoritarian Korea (1987–2020). One group stayed in civil society and organized powerful protests outside formal institutions; another group chose to join existing parties with the aim of reforming legislative politics; and the third group was devoted to forming separate progressive parties to be the agent of transformative agenda. By analyzing the interactive evolution of these three modes of democratic representation, Yoonkyung Lee finds that social movement organizations have been more effective than activist-turned politicians in centrist or progressive parties in creating coordination infrastructures for collective action. Through the practice of organizing national solidarity networks, innovating the methods of mass street demonstrations, and drawing professional expertise to formulate policy alternatives, Korean civic groups have built the capacity to directly shape and alter the course of national politics, unlike activist-turned politicians who remained divided with no common political programs. This study asserts that social movement organizations and political parties develop variable capacities for democratic representation, depending on coevolutionary interactions with each other. The experience of Korean democracy shows social movement groups can be a powerful agent of national politics against the scholarly assumption that views civic associations as narrowly focused, transient organizations. Between the Streets and the Assembly suggests a different possibility of political process, one in which civic groups and participatory citizens, not political parties, are the primary drivers of democratic politics.
