The paper argues that the Committee was both deliberately and inadvertently utilised to provide spurious scientific legitimation for policy decisions which government officials believed ministers, other government departments, the meat industry and the general public might not otherwise accept. It demonstrates how those social roles rendered the spectrum of policy choices available on BSE opaque, allowed officials to undermine the democratic accountability of ministers, and contributed to making a very serious problem considerably worse. Book excerpt: In recent years a number of scholars have analyzed the management of BSE, also known as 'mad cow disease'. The BSE crisis is regarded by many as an example of the failure of officials and politicians to handle risk situations. Yet, BSE is also characterized by a unique trait, that is, the infectious agent that causes it. Thus far, no one has paid attention to the fact that BSE and other transmissible spongiform encephalopathy's (TSEs) are allegedly caused by a novel agent - a prion - distinct from all other known infectious agents such as bacteria and viruses. The prion hypothesis was introduced by the American scientist Stanley Prusiner in 1982. It immediately created a controversy among scientists and is still rejected by some. Yet, despite this lack of consensus in the scientific community, Prusiner was awarded the Nobel Prize for medicine in 1997. This book analyzes the introduction, reception, development and consequences of the prion hypothesis. It shows that BSE is a unique case not only in virtue of its political mismanagement but also because its infectious agent has created a form of revolution in biology.

It argues that contagious diseases should be regarded as complex open-ended phenomena with various features and are not reducible merely to biology and epidemiology. They are, as such, fundamentally politosomatic, namely that they disrupt, agitate, and trigger large-scale processes because individual somatic-level anxieties stem from individuals’ sensing immediate danger through the networks of their local and global connectedness. The author further argues that pandemics have somatic effects in political expressions that transform the epidemic into national security dramas which should not, for the sake of efficient health governance, be treated as aspects extraneous to the disease itself. The book highlights that when a serious infectious disease spreads, a 'threat' is very often externalized into a culturally meaningful 'foreign' entity. Pandemics tend to be territorialized, nationalized, ethnicized, and racialized. This book will be of key interest to scholars and students of global health and governance, pandemic security, epidemics, history of medicine, geopolitics, international relations, and general readers interested in the COVID-19 pandemic.
