Book excerpt: High-speed access to the Internet, or broadband, could be a tremendous boon to economic growth. In March 2004, the Bush administration made rapid deployment of broadband a national priority. The president asserted, We ought to have universal, affordable access to broadband technology by the year 2007. As state and national policies develop in response to this vision, it is important for policymakers to understand the costs and benefits of different approaches aimed at promoting the diffusion of higher-speed Internet connections. Over the past few years, the broadband market has grown dramatically: The number of subscribers has increased by nearly 300 percent since 2000, prices have declined, and the speed of some services has increased. Nonetheless, there is room for further growth and improvement. Public policies can greatly affect how this market develops - for better or worse. The choices policymakers have before them include taxes and subsidies, incentives and price controls. Policies should focus on the incentives for broadband suppliers to invest in network upgrades that extend service and improve quality and speed. State and federal regulators can help increase broadband penetration by eliminating any regulation of wholesale and retail prices and any policies that deter entry into these markets. Subsidies, meanwhile, should not generally be used to promote universal broadband service. They are likely to hurt the average consumer. If subsidies are required for political reasons, they should be offered only as one-time inducements to extend broadband into underserved areas. Likewise, a tax on access to broadband or on services delivered over broadband, such as Internet telephony, is likely to slow the spread of broadband and is also an economically wasteful way of raising revenues. Internet access or applications, therefore, should not be taxed. In short, the right set of policies will foster competition among suppliers and lower barriers to entry to the benefit of consumers in terms of both access and prices. Poor policy choices, on the other hand, though intended to improve access to broadband, could have the just the opposite effect.

The political dimension of municipal broadband largely defines whether public networks are legally possible to build in any given state. But it takes more than favorable legislation to make a network successful. Public administrators must also consider other dimensions of the problem: social, technological, financial, planning, and business models. This multi-faceted problem does have solutions, and local governments across the nation have risen to the challenge of finding them. By learning from past triumphs and tragedies, administrators of future projects can steer projects in the right direction from the very beginning. Although the status of Internet access as a public utility remains contested at the federal level, delivering it as such has become a reality for hundreds of municipalities in the United States. When cities build their own broadband networks and take control out of the hands of private ISPs, this public action threatens private monopolization. Private ISPs respond by lobbying state legislatures to enact laws restricting the growth of municipal broadband. In about half of the states in the nation, they have been successful. But a rising tide of hundreds of municipal networks resists the control of private ISPs, delivering more bandwidth and higher speeds at a lower cost than the corporate giants can (or want to) match. Municipal broadband has become a crucial component of a free and open Internet. This book examines the relation of municipal broadband to recent developments in net neutrality policy, including the 2015 Open Internet Order and the FCC's December 2017 vote to repeal certain provisions of the Order.

Privileging Industry challenges standard approaches to this question in its examination of when governments use trade and industrial policy for political goals. Fiona McGillivray shows why aiding an industry can be a politically efficient way for a government to redistribute resources from one industrial sector to another. Taking a comparative perspective that stands in contrast with the usual focus on U.S. trade politics, she explores, for example, how electoral rules, party strength, and industrial geography affect redistribution politics across countries. How do political institutions and the geographical dispersion of industries interact to determine which industries governments privilege? What tests can assess how governments distribute assistance across industries? Research has focused on the industries that legislators want to protect, but just as important is identifying those legislators able to deliver trade assistance. Assisting an industry requires both a will and a means. Whether an industry is a good vehicle through which to redistribute income depends on its geographic make-up and the country's electoral system. In turn, the electoral system and party strength affect how legislators' preferences contribute to policy. McGillivray tests these arguments using a tariff-based empirical test and nonstandard dependent variables such as the dispersion of stock prices within fourteen different capital markets, and government influence in the targeting of plant closures within declining industries.

As much of daily life migrates online, broadband—high-speed internet connectivity—has become a necessity. The widespread lack of broadband in rural America has created a stark urban–rural digital divide. In Farm Fresh Broadband, Christopher Ali analyzes the promise and the failure of national rural broadband policy in the United States and proposes a new national broadband plan. He examines how broadband policies are enacted and implemented, explores business models for broadband providers, surveys the technologies of rural broadband, and offers case studies of broadband use in the rural Midwest. Ali argues that rural broadband policy is both broken and incomplete: broken because it lacks coordinated federal leadership and incomplete because it fails to recognize the important roles of communities, cooperatives, and local providers in broadband access. For example, existing policies favor large telecommunication companies, crowding out smaller, nimbler providers. Lack of competition drives prices up—rural broadband can cost 37 percent more than urban broadband. The federal government subsidizes rural broadband by approximately $6 billion. Where does the money go? Ali proposes democratizing policy architecture for rural broadband, modeling it after the wiring of rural America for electricity and telephony. Subsidies should be equalized, not just going to big companies. The result would be a multistakeholder system, guided by thoughtful public policy and funded by public and private support.
