Book excerpt: In recent decades, Canada's agricultural industry, one of the world's largest, has had to adjust to global trade developments such as the North American Free Trade Agreement (NAFTA) and the World Trade Organization. Internationalization and Canadian Agriculture examines the patterns of continuity and change in Canadian agricultural policy making in important areas like farm income support programs, prairie grain marketing, supply management, animal and food product safety, and the regulation of genetically modified crops and foods. Arguing that the effects of internationalization have been mediated by Canada's political institutional framework, Grace Skogstad demonstrates how the goals and strategies of authoritative political actors in Canada's federal and parliamentary systems have been decisive to policy developments. Skogstad details the interaction between agriculture and the political economy of Canada, shows how international and domestic trade shape Canadian agricultural policies, and argues that while agricultural programs have changed, the post-war state assistance agricultural paradigm has persisted. A thorough political analysis and history of late twentieth- and early twenty-first-century Canadian agricultural policy and policy-making, Internationalization of Canadian Agriculture is an important contribution to political economy and public policy.

International economic cooperationbetween wealthy and poor nations calls for an increased flow of resources and the restructuring of major world economic bodies. Although a global food reserve will be created, long-term food security in poor countries rests on the development of domestic agricultural potential and population control policy.

The objectives of the study are to: identify the issues in agriculture and its sustainability on the Canadian Plains, including land use, degradation of prairie soil resources, preservation of biodiversity, water use and quality, socio-economic issues, global change, and federal and provincial policies; provide a set of principles and criteria for resolution of those issues; assist in understanding the effects of selected agriculture and trade policies on sustainable development; and propose specific sustainable action programs for the Plains, focusing on agriculture and ecosystems. Principles that formed the basis of the analytical framework included integrated management, conservation, rehabilitation, market viability, societal considerations, and global responsibility. The merit of the framework was tested by using it to assess the compatibility of four policies with sustainable agriculture: the Western Grain Transportation Act, the Farm Products Marketing Agencies Act, the Prairie Farm Rehabilitation Act, and the North American Waterfowl Management Plan. Book excerpt: After five years of debates, consultations and negotiations, the European institutions reached an agreement in 2013 on the Common Agricultural Policy (CAP) for the 2014-2020 period. The outcome has major implications for the EU’s budget and farmers’ incomes, but also for Europe’s environment, its contribution to global climate change and to food security in the EU and in the world. It was decided to spend more than €400 billion during the rest of the decade on the CAP. The official claims are that the new CAP will take better account of society's expectations and lead to far-reaching changes by making subsidies fairer and ‘greener’ and making the CAP more efficient. It is also asserted that the CAP will play a key part in achieving the overall objective of promoting smart, sustainable and inclusive growth. However, there is significant scepticism about these claims and disappointment with the outcome of the decision-making, the first in which the European Parliament was involved under the co-decision procedure. In contrast to earlier reforms where more substantive changes were made to the CAP, the factors that induced the policy discussions in 2008-13 and those that influenced the decision-making did not reinforce each other. On the contrary, they sometimes counteracted one another, yielding an ‘imperfect storm’ as it were, resulting in more status quo and fewer changes. This book discusses the outcome of the decision-making and the factors that influenced the policy choices and decisions. It brings together contributions from leading academics from various disciplines and policy-makers, and key participants in the process from the European Commission and the European Parliament.
