This work seizes upon the author's experience in the U.S. Embassy, Warsaw, as well as scholarly analysis. Together with NATO allies, the United States has begun the fielding of an anti-missile system directed against Iran. By dint of policy and geography, the Republic of Poland's status as one of closest allies to the United States put it at the forefront of the candidates to host the interceptor portion of the system. In addition to the U.S. anti-missile installation, the Polish government wants significant U.S. forces stationed in Poland as a symbol of collective defense. As in other cases of the politics of forward defense in NATO in the past and present, the Poles desire an unshakable commitment to forward defense at a time of strategic retrenchment and shifts in the international system. The modifications of the plans for the proposed bases as a result of policy, strategy and budgets were caused by changes of leadership in both the U.S. and Poland; further, such change has arisen about U.S. concerns from Russia and other European countries, to say nothing of the global economic crisis that drastically reduced the ability of the United States and its allies to maintain a defense effort in the face of sharp austerity. Book excerpt: NATO’s 2010 Strategic Concept officially broadened the alliance’s mission beyond collective defense, reflecting a peaceful Europe and changes in alliance activities. NATO had become an international security facilitator, a crisis-manager even outside Europe, and a liberal democratic club as much as a mutual-defense organization. However, Russia’s re-entry into great power politics has changed NATO’s strategic calculus. Russia’s aggressive annexation of Crimea in 2014 and its ongoing military support for Ukrainian separatists dramatically altered the strategic environment and called into question the liberal European security order. States bordering Russia, many of which are now NATO members, are worried, and the alliance is divided over assessments of Russia’s behavior. Against the backdrop of Russia’s new assertiveness, an international group of scholars examines a broad range of issues in the interest of not only explaining recent alliance developments but also making recommendations about critical choices confronting the NATO allies. While a renewed emphasis on collective defense is clearly a priority, this volume’s contributors caution against an overcorrection, which would leave the alliance too inwardly focused, play into Russia’s hand, and exacerbate regional fault lines always just below the surface at NATO. This volume places rapid-fire events in theoretical perspective and will be useful to foreign policy students, scholars, and practitioners alike.

They were for the breakdown of capitalism and its replacement with a centrally planned economy. They were for the workers against the moneyed interests and for colonized peoples against imperial (Western) powers. But these easy substitutes for thought are becoming increasingly difficult. Neo-liberal capitalism is triumphant, and the workers’ movement is in radical decline. National liberation movements have produced new oppressions. A reflexive anti-imperialist politics can turn leftists into apologists for morally abhorrent groups. In Michael Walzer’s view, the left can no longer (in fact, could never) take automatic positions but must proceed from clearly articulated moral principles. In this book, adapted from essays published in Dissent, Walzer asks how leftists should think about the international scene—about humanitarian intervention and world government, about global inequality and religious extremism—in light of a coherent set of underlying political values.

Book excerpt: Humanitarian military intervention and muscular peace operations have been partially effective in recent years in saving thousands of lives from the Balkans to Haiti to Somalia to Cambodia to Mozambique. However, success has often been mitigated by the international community's unwillingness or inability to quickly send enough forces capable of dealing with a situation decisively. In other cases, the international community has essentially stood aside as massive but possibly preventable humanitarian tragedies took place — for instance, in Angola and Rwanda in the mid-1990s and in Congo as this book goes to press. Sometimes these failures have simply been the result of an insufficient pool of available military and police forces to conduct the needed intervention or stabilization missions. In this timely new book, Michael O'Hanlon presents a blueprint for developing sufficient global intervention capacity to save many more lives with force. He contends, at least for now, that individual countries rather than the United Nations should develop the aggregate capacity to address several crises of varying scale and severity, and that many more countries should share in the effort. The United States' role is twofold: it must make slight redesigns to its own military and, even more important, encourage other nations to join it in this type of intervention, including training and support of troops in countries, such as those in Africa, that are willing to take the necessary steps to prevent humanitarian disaster but lack the resources.

Snow have done a considerable service by drawing together many of the diverse threads of national security strategy into a coherent whole. They consider political and military strategy elements as part of a larger decisionmaking process influenced by economic, technological, cultural, and historical factors. I know of no other recent volume that addresses the entire national security milieu in such a logical manner and yet also manages to address current concerns so thoroughly. It is equally remarkable that they have addressed so many contentious problems in such an evenhanded manner. Although the title suggests that this is an introductory volume - and it is - I am convinced that experienced practitioners in the field of national security strategy would benefit greatly from a close examination of this excellent book. This so-called lily-pad strategy, designed to allow high-speed reactions to military emergencies anywhere in the world, has provoked significant debate in military circles and sometimes-fierce contention within the polity of the host countries.
