Book excerpt: Tom Paine’s America explores the vibrant, transatlantic traffic in people, ideas, and texts that profoundly shaped American political debate in the 1790s. In 1789, when the Federal Constitution was ratified, "democracy" was a controversial term that very few Americans used to describe their new political system. That changed when the French Revolution—and the wave of democratic radicalism that it touched off around the Atlantic World—inspired a growing number of Americans to imagine and advocate for a wide range of political and social reforms that they proudly called "democratic." One of the figureheads of this new international movement was Tom Paine, the author of Common Sense. Although Paine spent the 1790s in Europe, his increasingly radical political writings from that decade were wildly popular in America. A cohort of democratic printers, newspaper editors, and booksellers stoked the fires of American politics by importing a flood of information and ideas from revolutionary Europe. Inspired by what they were learning from their contemporaries around the world, the evolving democratic opposition in America pushed their fellow citizens to consider a wide range of radical ideas regarding racial equality, economic justice, cosmopolitan conceptions of citizenship, and the construction of more literally democratic polities. In Europe such ideas quickly fell victim to a counter-Revolutionary backlash that defined Painite democracy as dangerous Jacobinism, and the story was much the same in America’s late 1790s. The Democratic Party that won the national election of 1800 was, ironically, the beneficiary of this backlash; for they were able to position themselves as the advocates of a more moderate, safe vision of democracy that differentiated itself from the supposedly aristocratic Federalists to their right and the dangerously democratic Painite Jacobins to their left.

And how much individual freedom can we expect to enjoy, and to what degree can we expect that individual freedom to be equal, whilst engaged in the enterprise described by the first question? These may be age-old questions, but I aim, in this project, to offer a new approach to answering them. In part two of this project, I aim to actually provide my own answer to the two fundamental questions with which I began and according to the structure I outline in Liberty. Which is to say, this is the answer I provide to you (and everyone else) to judge regarding how successfully it answers those age old political questions. In short, I argue that these are the changes in actual, material, human conditions - the necessary set of ‘alterable human practices' to borrow a phrase of Isaiah Berlin’s - required to create an enduring, desirable and just ‘perpetual peace’ on earth. In other words, this is not, in Kant’s phrase, a ‘philosophical sketch’ on how perpetual peace might be attained, but, by focusing on the everyday, material, relationships and conditions which create and foster conflict and injustice across the globe today, I hope to provide a ‘material sketch’ as to how human beings might live in successfully together in conditions of peaceful cooperation and freedom over time.

The controversy began with the American crisis debate of the 1760s and 1770s, which overlapped with a wider Enlightenment debate about transatlantic utopianism. All of these debates were based in the material world on the availability of vast quantities of cheap American land. Verhoeven investigates the relation that existed throughout the eighteenth century between American soil and the discourse of transatlantic utopianism: between America as a physical, geographical space, and 'America' as a utopian/dystopian idea-image.

Book excerpt: Peasants, religious heretics, witches, pirates, runaway slaves, prostitutes and pornographers, frequenters of taverns and fraternal society lodge rooms, revolutionaries, blues and jazz musicians, beats, and contemporary youth gangs--those who defied authority, choosing to live outside the defining cultural dominions of early insurgent and, later, dominant capitalism are what Bryan D. Palmer calls people of the night. These lives of opposition, or otherness, were seen by the powerful as deviant, rejecting authority, and consequently threatening to the established order. Constructing a rich historical tapestry of example and experience spanning eight centuries, Palmer details lives of exclusion and challenge, as the "night travels" of the transgressors clash repeatedly with the powerful conventions of their times. Nights of liberation and exhilarating desire--sexual and social--are at the heart of this study. But so too are the dangers of darkness, as marginality is coerced into corners of pressured confinement, or the night is used as a cover for brutalizing terror, as was the case in Nazi Germany or the lynching of African Americans. Making extensive use of the interdisciplinary literature of marginality found in scholarly work in history, sociology, cultural studies, literature, anthropology, and politics, Palmer takes an unflinching look at the rise and transformation of capitalism as it was lived by the dispossessed and those stamped with the mark of otherness.
