Pollsters can measure values, but they cannot explain how these values arose over time, why they changed, or how people have attempted to make sense of them within a changing social and political environment. By examining the history of political ideas in Canada, we can better understand why Canada takes the shape that it does. In this book, Katherine Fierlbeck looks at the legacy of ideas taken from (or shaped in reaction to) the nations that have been most influential to Canada's development: the United Kingdom and the United States. The first section looks specifically at the nature of toryism, constitutional liberalism, and market liberalism. Then she examines the evolution of social justice in Canada. Book excerpt: In his famous 1839 call to reform, John George Lambton, Earl of Durham, recommended that Upper and Lower Canada be accorded responsible government by uniting the two provinces under a single legislative assembly - a union which would also bring about the assimilation of the French-Canadians. The Report has been criticized ever since - from British imperialists who found it dangerously liberal to French Canadians who despised Durham for his presumed racism. This new edition of Gerald Craig's abridgement retains his 1963 introduction and adds essays that debate Durham's political assumptions and goals, re-examine the philosophical and historical context in which the Report was created, and review the Report's reception and influence. Janet Ajzenstat reconsiders the report in the context of nineteenth-century debates about the relation between culture and political institutions, arguing that Durham should be seen as a progressive universalist opposed to the divisions of race and creed who wanted to give more freedom to French- and English-Canadians alike. Guy Laforest re-examines the report in terms of British liberal imperialism and twentieth-century English-Canadian perspectives to argue that Durham was a one-sided sociologist and the first in long line who used liberalism for imperialist purposes.

Both nations were born as British colonies and used violent and non-violent means to agitate for democratic freedoms. Republicanism and Responsible Government explores how these sister colonies transformed the very nature of the British Empire by insisting on democratic self-rule. Focusing on the middle of the nineteenth century, Benjamin Jones explores key points in colonial Australian and Canadian history - Canada's Rebellions of 1837-38 and the Durham Report, and Australia's anti-transportation movement and the Eureka Stockade. Previously, historians have looked to liberalism when explaining radicalism and democratization. Jones, however, contends that Canadian and Australian radicals and reformers were influenced by the ancient political philosophy of civic republicanism, with its focus on collectivism, civic duty, and virtue. William Lyon Mackenzie and John Dunmore Lang, he argues, did not champion republicanism to achieve individual rights but to create a virtuous society free from the corruption they saw in the status quo. Republicanism and Responsible Government challenges traditional interpretations of key events in Australian and Canadian history and shows that even though both nations remain constitutional monarchies, republican ideas have shaped their foundations since the earliest days of settlement.

Yet this reputation masks a more complex history. In this groundbreaking study of the pre-history of Canadian multiculturalism, Daniel Meister shows how the philosophy of cultural pluralism normalized racism and the entrenchment of whiteness. The Racial Mosaic demonstrates how early ideas about cultural diversity in Canada were founded upon, and coexisted with, settler colonialism and racism, despite the apparent tolerance of a variety of immigrant peoples and their cultures. To trace the development of these ideas, Meister takes a biographical approach, examining the lives and work of three influential public intellectuals whose thoughts on cultural pluralism circulated widely beginning in the 1920s: Watson Kirkconnell, a university professor and translator; Robert England, an immigration expert with Canadian National Railways; and John Murray Gibbon, a publicist for the Canadian Pacific Railway. While they all proposed variants of the idea that immigrants to Canada should be allowed to retain certain aspects of their cultures, their tolerance had very real limits. In their personal, corporate, and government-sponsored works, only the cultures of "white" European immigrants were considered worthy of inclusion. On the fiftieth anniversary of Canada's official policy of multiculturalism, The Racial Mosaic represents the first serious and sustained attempt to detail the policy's historical antecedents, compelling readers to consider how racism has structured Canada's settler-colonial society.

Book excerpt: During the nineteenth-century, the writing of history in English-speaking Canada changed from promotional efforts by amateurs to an academically-based discipline. Professor Taylor charts this transition in a comprehensive history. The early historians - the promoters of the title - sought to further their own interests through exxagerated accounts of a particular colony to which they had developed a transient attachment. Eventually this group was replaced by patriots, whose writing was influenced by loyalty to the land of their brith and residence. This second generation of historians attempted both to defend their respective colonies by explaining away past disappointments and to fit events into a predicitve pattern of progress and development. In the process, they established distinctive identities for each of the British North American colonies. Eventually a confrontation occurred between those who saw Canada as a nation and those whose traditions and vistas were provincial in emphasis. Ultimately the former prevailed, only to find the present and future too complex and too ominous to understand. Historians ssubsequently lost their sense of purpose and direction and fell into partisan disagreement or pessimistic nostalgia. This abandonment of their role paved the way for the new, professional breed of historian as the twentieth century opened. In the course of his analysis, Taylor considers a number of key issues about the writing of history: the kind of people who undertake it and their motivation for doing so, the intended and actual effects of their work, its influence on subsequent historical writing, and the development of uniform and accepted standards of professional practice.
