One promise of democracy is the right of every citizen to vote. And yet, from our founding, strong political forces were determined to limit that right. The Supreme Court, Alexander Hamilton wrote, would protect the weak against this very sort of tyranny. Still, as On Account of Race forcefully demonstrates, through the better part of American history the Court has instead been a protector of white rule. And complex threats against the right to vote persist even today. Beginning in 1876, the Supreme Court systematically dismantled both the equal protection guarantees of the Fourteenth Amendment and what seemed to be the right to vote in the Fifteenth. And so a half million African Americans across the South who had risked their lives and property to be allowed to cast ballots were stricken from voting rolls by white supremacists. This vacuum allowed for the rise of Jim Crow. None of this was done in the shadows—those determined to wrest the vote from black Americans could not have been more boastful in either intent or execution. On Account of Race tells the story of an American tragedy, the only occasion in United States history in which a group of citizens who had been granted the right to vote then had it stripped away. It is a warning that the right to vote is fragile and must be carefully guarded and actively preserved lest American democracy perish.

Book excerpt: In this boldly interpretive narrative, William McKee Evans tells the story of America's paradox of democracy entangled with a centuries-old system of racial oppression. This racial system of interacting practices and ideas first justified black slavery, then, after the Civil War, other forms of coerced black labor and, today, black poverty and unemployment. At three historical moments, a crisis in the larger society opened political space for idealists to challenge the racial system: during the American Revolution, then during the "irrepressible conflict" ending in the Civil War, and, finally, during the Cold War and the colonial liberation movements. Each challenge resulted in an historic advance. But none swept clean. Many African Americans remain segregated in jobless ghettoes with dilapidated schools and dismal prospects in an increasingly polarized class society. An electorate composed of newly enfranchised former slaves, native southern whites (minus significant numbers of disenfranchised former Confederate officials), and a small contingent of "carpetbaggers," or outside whites, sent delegates to ten constitutional conventions. Derogatorily labeled "black and tan" by their detractors, these assemblies wrote constitutions and submitted them to Congress and to the voters in their respective states for approval. Blacks, Carpetbaggers, and Scalawags offers a quantitative study of these decisive but little-understood assemblies -- the first elected bodies in the United States to include a significant number of blacks. Richard L. Hume and Jerry B. Gough scoured manuscript census returns to determine the age, occupation, property holdings, literacy, and slaveholdings of 839 of the conventions' 1,018 delegates. Carefully analyzing convention voting records on certain issues -- including race, suffrage, and government structure -- they correlate delegates' voting patterns with their racial and socioeconomic status. The authors then assign a "Republican support score" to each delegate who voted often enough to count, establishing the degree to which each delegate adhered to the Republican leaders' program at his convention. Using these scores, they divide the delegates into three groups -- radicals, swing voters, and conservatives -- and incorporate their quantitative findings into the narrative histories of each convention, providing, for the first time, a detailed analysis of these long-overlooked assemblies. Hume and Gough's comprehensive study offers an objective look at the accomplishments and shortcomings of the conventions and humanizes the delegates who have until now been understood largely as stereotypes.
