Eight analytical histories of the automobile, steel, semiconductor, lumber, wheat, and textile and apparel industries demonstrate that trade barriers rarely have unequivocal benefits and may be counterproductive. They show that criteria for awarding protection do not take into account the interests of consumers or other industries and that political influence and an organized lobby are major sources of protection. Based on these findings, a final essay suggests that current policy fails to consider adequately economic efficiency, the public good, and indirect negative effects. This volume will interest scholars in economics, business, and public policy who deal with trade issues.

The reforms have been a primary instrument for achieving the development goals of stable and higher rates of economic growth, more social equity, and a solid democratic setting. The region has advanced on all three fronts, but much more needs to be done. Bridges for Development explores options to strengthen policies and institutions for deepening structural reforms in all areas of development through trade and integration. Making advances in these areas is critical because the multilateral negotiations in the Doha Development Round are contingent on the complex dynamics of worldwide consensus -- and Latin America's capacity to adequately represent its interests in terms of determining the direction of unilateral policy and regional initiatives. However, as the book points out, it might be said that the easystages of unilateral trade and regional integration are over; the next steps toward consolidation will require countries to redouble their political will to confront difficult challenges as well as to refine policies, build stronger institutional structures to support them, and work better with civil society. The wave of market opening and regionalism in the 1990s has provided new opportunities in these areas.

What are the most valuable benefits and opportunities that foreign firms have to offer? What risks and dangers do they pose? Beyond improving the micro and macroeconomic "fundamentals" in their own countries and building an investment-friendly environment, do authorities in host countries need a proactive (rather than passive) policy toward FDI? In one of the most comprehensive studies on FDI in two decades, Theodore Moran synthesizes evidence drawn from a wealth of case literature to assess policies toward FDI in developing countries and economies in transition. His focus is on investment promotion, domestic content mandates, export-performance requirements, joint-venture requirements, and technology-licensing mandates. Activists did not prioritize it, and grassroots political mobilization seemed unlikely to free trade advocates. The passage of the North American Free Trade Agreement in the early 1990s was therefore expected to be a fait accompli. Yet, as Trade Battles shows, activists pushed back: they increased the public consciousness on trade, mobilized new constituencies against it, and demanded that the rules of the global economy protect the collective rights and common good of citizens. Activists also forged a sustained challenge to U.S. trade policies after NAFTA, setting the stage for future trade battles. Using data from extensive archival materials and over 215 interviews with Mexican, Canadian, and U.S. trade negotiators; labor and environmental activists; and government officials, Tamara Kay and R.L. Evans assess how activists politicized trade policy by leveraging broad divisions across state and non-state arenas. Further, they demonstrate how activists were not only able to politicize trade policy, but also to pressure negotiators to include labor and environmental protections in NAFTA's side agreements. A timely contribution, Trade Battles seeks to understand the role of civil society in shaping state policy.
