Book excerpt: The Political Economy of Transition in Eurasia looks at the progress in democratization and economic liberalization of the 27 post- communist countries of Eurasia with some guarded optimism. Belarus, Tajikistan, Turkmenistan, and Uzbekistan are clearly unabashed authoritarian regimes with only sporadic ventures toward political accountability and very limited effort to liberalize economically. Azerbaijan, Kazakhstan, Kyrgyzstan, and Russia have made more substantial moves, particularly on the economic side, but the regimes seem to be undergoing political retrenchment. Hungary, Poland, the Czech Republic, Slovenia, and the three Baltic States clearly have competitive democracies with effective political institutions and processes and functioning market economies. However, as some of the contributors suggest, some very serious challenges and unmet expectations remain. It is clear that the "dual transition" of democratization and economic liberalization has been a challenge for all the regimes that have seriously attempted it.

Since the collapse of the Soviet Union and the transition of its republics to market structures and more representative forms of government, the European Commission has recognized the necessity of a closer economic cooperation with Russia, Ukraine and Kazakhstan, the three largest economies of the former Soviet Union. This book suggests that the foreign aid of the European Union provided a set of reform incentives to post-Soviet planners. It created the grounds for the institutional and social transformation of the bureaucracy at both central and regional levels by integrating it into the aid allocation process. In Russia, Ukraine and Kazakhstan, the observed subordination of NGOs to the developmental priorities of the bureaucracy occurred at the expense of diversity and political openness. Nevertheless, this reality led to the emergence of transnational sovereignty partnerships that reduced poverty for the general population and motivated both bureaucrats and entrepreneurs to cooperate. Empirical models alone are not sufficient to delineate all the aspects of principal-agent relationships in post-Soviet bureaucracies. This is why formal modeling and analysis of qualitative data are extremely useful. Evaluation reports indicate the problems and challenges faced by aid bureaucrats and suggest that the weakly institutionalized environments of Ukraine and Central Asia/Kazakhstan are less conducive to aid effectiveness than the heavily bureaucratized environment of Russia. The proposed incentives system for the allocation of foreign aid links EU foreign policy with bureaucratic decision-making and reflects the choice sets of the donor and the recipient. Multilevel definitions of aid effectiveness are provided in the course of the book chapters.

Richard Pomfret examines the countries’ relations with external powers and the possibilities for development offered by infrastructure projects as well as rail links between China and Europe. The transition of these nations from centrally planned to market-based economic systems was essentially complete by the early 2000s, when the region experienced a massive increase in world prices for energy and mineral exports. This raised incomes in the main oil and gas exporters, Kazakhstan and Turkmenistan; brought more benefits to the most populous country, Uzbekistan; and left the poorest countries, the Kyrgyz Republic and Tajikistan, dependent on remittances from migrant workers in oil-rich Russia and Kazakhstan. Pomfret considers the enhanced role of the Central Asian nations in the global economy and their varied ties to China, the European Union, Russia, and the United States. With improved infrastructure and connectivity between China and Europe (reflected in regular rail freight services since 2011 and China’s announcement of its Belt and Road Initiative in 2013), relaxation of United Nations sanctions against Iran in 2016, and the change in Uzbekistan’s presidency in late 2016, a window of opportunity appears to have opened for Central Asian countries to achieve more sustainable economic futures.

This region has become an arena of sharp competition for influence between all the major powers in the world--the US, the European Union, China, Japan, India, Turkey, Iran, besides many others. The Eurasian states are about to complete 25 years of their independent existence and tumultuous transition. Each of the Eurasian states has chosen its own strategy for development as well as its foreign policy priorities. While the democratic reforms in these countries have faced enormous problems, the economic transition from a state-controlled economy to a market one has been painful. There is no single model that can characterise the entire region in terms of its political and socio-economic transformation. The prevalence of ethnic tensions combined with frozen conflicts between many of the Commonwealth of Independent States (CIS) countries has compounded the situation. The competing integration processes sponsored by the major powers have further exacerbated tensions in the former Soviet space. While Russia, the major state in the region, is India's special and privileged strategic partner, Central Asia falls in its extended neighbourhood, thus highlighting its significance in terms of India's long-term interests. While the Western analyses of the developments in the region remain largely subjective and biased, India needs to develop its own perspective in order to best serve its interests, as developments in that part of the globe can have immense implications for India. The volume discusses in depth the political and economic developments as well as issues related to stability, security and integration of the region. Adopting an innovative Gramscian approach to post-communist transition, this book charts the rise to hegemony of neoliberal social forces. Using transition in Poland as a starting point, the author traces how particular social forces most intimately associated with transnational capital successful in the struggle over competing reform strategies. Transition is broken down into three stages; the "first wave" illustrates how the rise of particular social forces shaped by global change gave rise to a neoliberal strategy of capitalism from the 1970s. It goes on to show how the political economy of Europeanization, associated with EU enlargement instilled a "second wave" of neoliberalisation. Finally, exploring recent populist and left wing alternatives in the context of the current financial crisis, the book outlines how counter-hegemonic struggle might oppose a "third wave" neoliberalisation.
