Widely considered a ‘poster boy’ of neoliberal transformation in post-communist Eastern Europe until the mid-2000s, Hungary has in recent years developed into a model ‘illiberal’ regime. Constitutional checks-and-balances are non-functioning; the independent media, trade unions, and civil society groups are constantly attacked by the authorities; there is widespread intolerance against minorities and refugees; and the governing FIDESZ party, led by Prime Minister Viktor Orbán, controls all public institutions and increasingly large parts of the country’s economy. To make sense of the politico-economical roller coaster that Hungary has experienced in the last four decades, Fabry employs a Marxian political economy approach, emphasising competitive accumulation, class struggle (both between capital and labour, as well as different ‘fractions of capital’), and uneven and combined development. The author analyses the neoliberal transformation of the Hungarian political economy and argues that the drift to authoritarianism under the Orbán regime cannot be explained as a case of Hungarian exceptionalism, but rather represents an outcome of the inherent contradictions of the variety of neoliberalism that emerged in Hungary after 1989.

Just like the party, the state itself was placed under the control of a single individual, who since then has applied the techniques used within his party to enforce submission and obedience onto society as a whole. In a new approach the author characterizes the system as the ?organized over-world?, the ?state employing mafia methods? and the ?adopted political family', applying these categories not as metaphors but elements of a coherent conceptual framework. The actions of the post-communist mafia state model are closely aligned with the interests of power and wealth concentrated in the hands of a small group of insiders. While the traditional mafia channeled wealth and economic players into its spheres of influence by means of direct coercion, the mafia state does the same by means of parliamentary legislation, legal prosecution, tax authority, police forces and secret service. The innovative conceptual framework of the book is important and timely not only for Hungary, but also for other post-communist countries subjected to autocratic rules. ÿ

Book excerpt: Contrary to dominant narratives which portray East European politics as a pendulum swing between democracy and authoritarianism, conventionally defined in terms of an ahistorical cultural geography of East vs. West, this book analyzes post-socialist transformation as part of the long downturn of the post-WWII global capitalist cycle. Based on an empirical comparison of two countries with significantly different political regimes throughout the period, Hungary and Romania, this study shows how different constellations of successive late socialist and post-socialist regimes have managed internal and external class relations throughout the same global crisis process, from very similar positions of semi-peripheral, post-socialist systemic integration. Within this context, the book follows the role of social movements since the 1970s, paying attention both to the level of differences between local integration regimes and to the level of structural similarities of global integration. The analysis maintains a special focus on movements’ class composition and inter-class relationships and the specific position of middle-class politics in movements.

In post-communist Eastern Europe, the way people remember state socialism is closely intertwined with the manner in which they envision historical justice. Twenty Years After Communism is concerned with the explosion of a politics of memory triggered by the fall of state socialism in Eastern Europe, and it takes a comparative look at the ways that communism and its demise have been commemorated (or not commemorated) by major political actors across the region. The book is built on three premises. The first is that political actors always strive to come to terms with the history of their communities in order to generate a sense of order in their personal and collective lives. Second, new leaders sometimes find it advantageous to mete out justice on the politicians of abolished regimes, and whether and how they do so depends heavily on their interpretation and assessment of the collective past. Finally, remembering the past, particularly collectively, is always a political process, thus the politics of memory and commemoration needs to be studied as an integral part of the establishment of new collective identities and new principles of political legitimacy. Each chapter takes a detailed look at the commemorative ceremony of a different country of the former Soviet Bloc. Collectively the book looks at patterns of extrication from state socialism, patterns of ethnic and class conflict, the strategies of communist successor parties, and the cultural traditions of a given country that influence the way official collective memory is constructed. Twenty Years After Communism develops a new analytical and explanatory framework that helps readers to understand the utility of historical memory as an important and understudied part of democratization.

After moving swiftly to transform the Hungarian constitution, Fidesz created a new political system which has led its critics to argue that the era of democracy in Hungary is over. US Senator John McCain has gone so far as to describe Hungary as an illiberal democracy on a path toward fascism. The author argues that Fidesz has sought to challenge the capitalist and democratic transformation that shaped Hungary for 20 years after the fall of communism by increasing the power of the state over crucial aspects of the economy, society, and the political system. In so doing Fidesz’ actions resemble those undertaken by many authoritarian states that have emerged since the end of the Second World War, all aiming to build up a national capitalism and protect their economies whilst undertaking nation-building. To make sense of this the author draws upon two traditions of thought, world systems-analysis, which situates Hungary in the context of its incorporation in the modern capitalist world-system after the fall of communism; and anarchist social thought which provides a unique way of seeing the actions of states and political elites. In so doing the book argues that the events unfolding in Hungary cannot be explained on the basis of Hungarian exceptionalism but must be situated in the broader political and economic context that has shaped the development of Hungary since 1990. The form of capitalism introduced in Hungary and across the region of East and Central Europe has systematically undermined the strong state and social security that had existed under communism, and when added to the failure of the left and liberals in the region it has paved the way for far-right and neo-fascist political movements to emerge claiming the mantle of defenders of society from the market. This represents a fundamental threat to the enlightenment traditions that have shaped dominant modern political ideologies and raises profound problems for both the EU and NATO.
