Book excerpt: Yasushi Hirosato and Yuto Kitamura Developing countries, including Southeast Asian countries, face an enormous challenge in ensuring equitable access to quality education in the context of deepening globalization and increasing international competition. They must simultaneously meet the goals of Education for All (EFA) at the basic education level and of developing a more sophisticated workforce required by the knowledge-based economy at the post-basic, especially tertiary, education level. To meet this challenge, developing countries need to reform/renovate their education systems and service deliveries as an integral part of national development. However, most of them have not yet fully developed the individual, institutional, and system capacities in undertaking necessary education reforms, especially under decentralization and privatization requiring new roles at various (central and local, or public and private) levels of administration and stakeholders. Provided that an ultimate vision of educational development and cooperation in the twenty-first century would be to develop indigenous capacity in engineering education reforms, this book analyzes the overall education reform context and capacity, including the status of sector program support using the sector-wide approach (SWAp)/program-based approach (PBA) in developing countries. We also address how different stakeholders have been interacting in order to promote equitable access to quality education, particularly from the perspectives of capacity development under the system of decentralization.

Book excerpt: This paper examines the quality of primary education provision in Cambodia using a 'political settlements' framework developed at the University of Manchester. The framework characterises Cambodia as a 'hybrid' settlement with a weak dominant party and predatory administration, albeit with some islands of administrative effectiveness. Such states can achieve developmental progress in circumscribed areas with multi-stakeholder support, but more wide-ranging, top-down reforms will normally disappoint. We use the framework retrospectively to explain the balance between quantity and quality in Cambodia's education provision, and also prospectively to assess the prospects for reform. We conclude that, although new leadership in the education ministry promises to bring faster, deeper reform than ever before, powerful forces for inertia still exist. These forces could potentially be alleviated with enhanced international support, but development partners' current ways of working leave much to be desired. The paper concludes by outlining a number of policy options.

This book addresses the political economy of these transitions, examining how the much publicised international intervention to bring peace and democracy to Cambodia was subverted by the poverty of the Cambodian economy and by the state's manipulation of the move to the free market. This analysis of the material basis of obstacles to Cambodia's democratisation suggests that the long-established theoretical link between economy and democracy stands, even in the face of new strategies of international democracy promotion.

The book closes around 2005, by which time Cambodia had be reintegrated into both the regional and into the global economy as a fully-fledged member of the World Trade Organization. The book provides information that is academically important but is also relevant to investors, aid workers and development specialists seeking to understand the shift from a traditional to a modern market economy.

Through an ethnography of one village, Cambodia for Sale argues that efforts to rebuild Cambodia after decades of conflict have resulted in various forms of everyday privatization. Although this is most notable in the education system, these practices of privatization can be found in multiple institutions that constitute social life, from the Buddhist pagoda to local government. The various efforts of international development are as much at fault for this reality as are the legacies of the genocidal Khmer Rouge regime. This argument unfolds through the life stories of six residents of the Preah Go village, who collectively depict everyday life through overlapping village institutions, systems, and histories. Cambodia's economy was stagnant. The education system was in complete disarray: Students had neither pens nor books, teachers were poorly trained, and classrooms were literally crumbling. Few of the individuals and organizations responsible for financing, planning, and implementing Cambodia's post-election development thought it necessary to ask why the country's economy and society were in such a parlous state. The mass graves scattered throughout the countryside provided an obvious explanation. The appalling state of the education system, many argued, could be directly attributed to the fact that among the 1.7 million victims of Pol Pot's holocaust were thousands of students, teachers, technocrats, and intellectuals. In this exacting and insightful examination of the crisis in Cambodian education, David M. Ayres challenges the widespread belief that the key to Cambodia's future development and prosperity lies in overcoming the dreadful legacy of Khmer Rouge. He seeks to explain why Cambodia has struggled with an educational crisis for more that four decades (including the years before the Khmer Rouge came to power in 1975) and thus casts the net of his analysis well beyond Pol Pot and his accomplices. Drawing on an extensive range of sources, Ayres clearly shows that Cambodia's educational dilemma--the disparity between the education system and the economic, political, and cultural environments, which it should serve--can be explained by setting education within its historical and cultural contexts. Themes of tradition, modernity, change, and changelessness are linked with culturally entrenched notions of power, hierarchy, and leadership to clarify why education funding is promised but rarely delivered, why schools are built where they are not needed, why plans are enthusiastically embraced but never implemented, and why contracts and agreements are ignored almost immediately after they are signed. Anatomy of a Crisis will be compulsory reading for anyone with an interest in education and development issues, as well as Cambodian society, culture, politics, and history.
