Moving between systematic comparison of 19 rich democracies and debate about what the United States can do to restore a more civilized, egalitarian, and fair society, Harold L. Wilensky tells us how six of these countries got on a low road to economic progress and which components of their labor-crunch strategy are uniquely American. He provides an overview of the impact of major dimensions of globalization, only one of which - the interaction of the internationalization of finance and the rapid increase in the autonomy of central banks - undermines either national sovereignty or job security, labor standards, and the welfare state. Although Wilensky views American policy and politics through the lens of globalization, he concludes that the nation-state remains the center of personal identity, social solidarity, and political action. He concentrates on what national differences mean for the well-being of nations and their people. Drawing on lessons from abroad and from America's own past successes, Wilensky shows how we can reverse our three-decade decline. He argues that, in order to get off the low road, we must overcome the myths of "moderation," the rise of the "independent voter," and a rightward shift of the electorate. He specifies a feasible domestic agenda that matches majority sentiments in all rich democracies.

Facing a more competitive international environment, Chinese reform has shifted from its earlier focus on economic liberalization and political decentralization to a more tightly organized, centralized form of state socialism. The Party-state's vigorous fiscal reaction to the Global Financial Crisis (2008-2009) left the country with a much improved infrastructure and greater sense of national self-assurance. The more monocratic central leadership has redoubled efforts to fight poverty and pollution, push technological innovation, and at the same time rigorously enforce ideological consensus, political loyalty and anticorruption.This has been occurring in an international context of slowing trade and nationalist pushback against 'globalization', prominently including bilateral Chinese-American polarization. While China has been among the staunchest advocates and beneficiaries of globalization, incipient trade war 'decoupling' has spurred movement toward economic and technological self-reliance. Turning inward however vies with a rival impulse toward more vigorous engagement in the world. This is most consequentially represented by the Belt and Road Initiative, driving massive infrastructure construction through Central Asia and the South and Southeast Asian maritime periphery. Despite slowing growth and a large debt overhang, swift recovery from the Covid-19 epidemic leaves China in a relatively strong economic position.

Many countries are decentralizing because they believe this can help stimulate economic growth or reduce rural poverty, goals central government interventions have failed to achieve. Some countries see it as a way to strengthen civil society and deepen democracy. Some perceive it as a way to off-load expensive responsibilities onto lower level governments. Thus, decentralization is seen as a solution to many different kinds of problems. This report examines the origins and implications decentralization from a political economy perspective, with a focus on its promise and limitations. It explores why countries have often chosen not to decentralize, even when evidence suggests that doing so would be in the interests of the government. It seeks to explain why since the early 1980s many countries have undertaken some form of decentralization. This report also evaluates the evidence to understand where decentralization has considerable promise and where it does not. It identifies conditions needed for decentralization to succeed. It identifies the ways in which decentralization can promote rural development. And it names the goals which decentralization will probably not help achieve.

Second, they focus on Shenzhen as an innovation hub and examine sustainable innovation and its institutional context in China. Third, there is empirical clarification of questions by matching the databases of industrial enterprises and information on elected representatives of the Local People's Congress of Yangzhou City, Jiangsu Province. Finally, the authors focus on the competition by local governments to attract companies by auctioning land usage rights.
