Book excerpt: This dissertation examines and analyzes economic and political forces that influenced military base closures under the Defense Base Closure and Realignment (BRAC) process of the late 1980's and early 1990's. The research utilizes a qualitative approach to outline the public good nature of defense and describes the rapid shifts in power and authority that were necessary for the formation of four "independent" BRAC commissions. Win-set analysis demonstrates that outside forces played a large role in allowing self-interested politicians to relinquish control over pork-laden defense expenditures. A quantitative approach, based on logistic regression, is used to analyze the significance and magnitude of economic and political variables that influenced the Pentagon and the BRAC Commissioners. Empirical findings indicate that politics was not removed from the process and that political variables were important in determining the probability a particular military facility remained open.

Book excerpt: The Base Realignment and Closure (BRAC) process, initiated in 1988 to regulate U.S. military base closures and realignments, has been through five rounds and resulted in the closure of 121 major bases. Once the government decides to close a base, the property is commonly transferred to local communities for reuse. The design of the BRAC process tied the hands of Congress and limited political influences over bases chosen for closure. Although BRAC constrains conventional political motivations at the closure stage, researchers have overlooked the political economy of base redevelopment after closure has occurred. This paper fills this gap by examining the post-closure process with emphasis on the epistemic limitations facing political actors in designing the redevelopment process to achieve economic prosperity and the incentives this creates for rent-seeking behavior.

Defense base closings can also offer an unprecedented opportunity to restore the economic health of the community, prompt new industrial development, provide improved public services, and encourage long term economic growth. The purpose of this research is to examine the Base Closure steps and develop a model for the Property Reutilization of the military installations. This study will investigate the political economy of the military base closure: the federal and local public policy process and how it impacts the economic efficiency of public resource allocation. This study will describe a surplus base facility that represented the largest single block of land to become available to a community for many years. Few communities have the opportunity to plan properly the use of large contiguous land parcels, which can thereby, influence and stimulate the community's potential development. The methodology of this paper is descriptive. This paper is based on research data obtained by a comprehensive review of literature and through personal interviews and Department of Defense Officials. Additional data obtained came from the use of the Internet and the Air University Library. This study will highlight a major facility and land use principles involved in the Base Closure and Reuse of a former military. Nevertheless, the final responsibility for land use planning and for securing the optimum use of the former base facilities to serve local needs and objectives still rests fully with the local community leadership itself.

Book excerpt: This book investigates new patterns of «evasive delegation» and «dedistributive» policymaking by the U.S. Congress, whereby Congress delegates its decision-making power to ad hoc commissions or implements constraints that compel it to make decisions within prescribed limits. Elected public officials seem unwilling to make, or believe themselves unable to be «held responsible» for, «dedistributive» policy. Thus, means are devised to actually make the decisions, while allowing elected officials to evade responsibility. The Base Realignment and Closing Commission (BRAC), which aimed to get politics out of military base closings, is a quintessential example of such means. At the heart of these considerations is the question of with whom or where responsibility should rest. The American people are left to decide whether to hold unelected and more or less «unsupervised» individuals, commissions, and the like responsible for their greater well being while officially elected individuals quietly cede responsibility.

Over this period of time, experience has shown that the primary responses to a closure must be community-based. The role of community leaders-where economic adjustment efforts begin and end-is described in terms of the three components of economic adjustment: the community, local businesses, and workers. The roles of State and Federal officials are briefly summarized. A detailed listing of the various resources available to your community can be found in the Appendix. The economic and social fabric of a community is tested when a closure action is announced. What does this decision mean? How will jobs be impacted? Is there any way to avoid the closure? The closure and reuse process is disruptive, but the experience of most communities is that the net result is economically beneficial in the long run.The base reuse process consists of a series of activities involving both the Local Redevelopment Authority (LRA) and the Military Department. These activities are required by both laws and regulations. An LRA must be aware of this general process to effectively respond to the closure and to move the community toward economic recovery. The overall reuse and disposal process ("reuse process") consists of three phases: base-wide reuse planning; disposal and reuse decision making; and decision implementation. This Section provides a brief overview of the reuse process, including information on transitional impacts to the community as the base is converted from military to civilian use.

The 2005 BRAC round includes the closure or realignment of 837 facilities and involves and additional 160 facilities that will gain missions or resources, for a total of 997 changes nationwide. Most of these changes are on a smaller scale, each involving fewer than 300 direct job losses or gains, including military, civilian, and contractor jobs. Unlike previous rounds, the 2005 BRAC round is focused on creating the infrastructure needed to support a transformed, expeditionary armed force -- concentrated more on shifting forces and installation assets to promote the centralization of units in places from which they can be deployed rapidly. Thus, the 2005 BRAC round is characterized much more by realignment than closure. In 20 communities, an estimated increase of 170,000 workers is expected.

Public expectations of the impact often verge on the apocalyptic, and economic forecasts of the local effects seem to bolster such fears. While many studies have been done on the closure and revitalization process, little new work has been done on the immediate economic impacts of base closures since the wave of closures after the Vietnam War. This study examined the experience of the communities surrounding three of the largest bases closed in California since 1988. The bases were selected due to their large presence in the local community and to the fact that the communities were sufficiently isolated geographically that the effects could be expected to be both severe and measurable. The study used a case-study approach to examine the impact on nearby communities of three base closures: George Air Force Base (AFB), located in San Bernardino County, which closed in December 1992; Fort Ord, located in Monterey County, which closed in September 1994; Castle Air Force Base, located in Merced County, which was slated for closure in 1995 and from which 65 percent of its uniformed personnel had been vacated by October 1994. To assess the impact of base closures on local communities, the study used nine measures-two centering on changes in population, four on changes in employment, and three on changes in the housing market. The study investigated how the closures impacted the size of the total population in nearby communities and the size of those communities' school enrollments. It looked at the size of neighboring communities' labor forces, their unemployment rates, their taxable retail sales, and their municipal revenues.

Book excerpt: Fear of long-term detrimental economic and social impacts and uncertainty of recovery are common community reactions to news of impending economic shock such as closure of a local military base. Driven by economic base theory, this study examines the pre- and post-closure changes to and the relationships between export and residentiary employment within the US counties affected by the 1995 and 2005 Base Closure and Realignment Commission (BRAC) closures. Analysis of changes in the overall economic base composition of impacted counties has been little addressed within existing base closure research, especially for the most recent 1995 and 2005 BRAC rounds. Using county-level industry employment data from 1990, 2000, 2010, and 2014, multipliers calculated using OLS regression models provide details as to the relationships between basic and non-basic industry sectors in affected counties over time, examining both rounds separately. A shift-share analysis on select locations examines changes on the local level in greater detail. The absence of any similar economic base changes between two BRAC rounds refutes the notion that communities affected by military base closure should expect the same impacts. Multipliers are varied when comparing the study areas for the 1995 and 2005 BRAC closure rounds, suggesting that local factors have an influence on those economic base changes. Shift-share results reinforce the impact of local competitive factors, which include location and efforts of the local planners and community. As supported by previous research on military base closures, post-closure redevelopment and recovery will depend on the unique local situations.
