Book excerpt: This book examines state-state relations and new forms of state business relations that have emerged with an increase in China’s foreign direct investments in Malaysia. Focusing on investments in the industrial sector and through in-depth case studies, this book adopts a novel framework to analyse these different types of state-business relations. These new forms of state-business relations are created from the different modes of negotiations between different key actors in each of the cases. Diverse outcomes were found, reflecting the disparate forms of power relationships and state cohesiveness with unique institutional architectures formed in each case. The book identifies a major shift in structural power in these new forms of state-business relations as China’s large multinational state-owned enterprises increasingly invest in Malaysia. A well-constructed institutional architecture is needed, not just in Malaysia but for other Southeast Asian countries, if foreign investments are to be harnessed to promote effective industrial development.

What is most striking in these studies is just how difficult it is to generalise about this ethnic group in the region. Whether or not they have been able to identify as Chinese has to a certain extend depended on different processes of social and political engineering, which in turn make them more or less distinct as an ethnic group. In the case of Malaysia, national political schemes such as the affirmative action policy indirectly force the Malaysian ethnic Chinese to conceive of themselves as a coherent collective, and yet, when asked Chinese entrepreneurs in the maintain that despite the affirmative action policy ethnicity is not the a defining deciding factor when it comes to identifying business partners. This book focuses on the consequences of these kinds of policies in the field of inter-ethnic business practices and entrepreneurship in Malaysia within the wider context of the relationship between local, national and global markets. It focuses on the complexities of inter-ethnic relations and in particular, the strong economic position of the ethnic Chinese and their impact on the Malaysian economic scene as well as on the wider Southeast Asian region, underlining the degree to which inter-ethnic relations in Southeast Asia are crucial to understanding the political and economic complexitiescharacteristic of characterizing the region. In turn, it takes small and medium-sized enterprises as case studies, and shows how they are being shaped and in return shape the society in which they constitute a part. In doing so, the book highlights how these companies not only relate to the domestic economy, but also cater to the global economy, and presents a compelling argument for the introduction of a glocalised perspective in international business studies. Facing a more competitive international environment, Chinese reform has shifted from its earlier focus on economic liberalization and political decentralization to a more tightly organized, centralized form of state socialism. The Party-state's vigorous fiscal reaction to the Global Financial Crisis (2008-2009) left the country with a much improved infrastructure and greater sense of national self-assurance. The more monocratic central leadership has redoubled efforts to fight poverty and pollution, push technological innovation, and at the same time rigorously enforce ideological consensus, political loyalty and anticorruption.This has been occurring in an international context of slowing trade and nationalist pushback against 'globalization', prominently including bilateral Chinese-American polarization. While China has been among the staunchest advocates and beneficiaries of globalization, incipient trade war 'decoupling' has spurred movement toward economic and technological self-reliance. Turning inward however vies with a rival impulse toward more vigorous engagement in the world. This is most consequentially represented by the Belt and Road Initiative, driving massive infrastructure construction through Central Asia and the South and Southeast Asian maritime periphery. Despite slowing growth and a large debt overhang, swift recovery from the Covid-19 epidemic leaves China in a relatively strong economic position.
