Book excerpt: This book proposes that the historical unequal distribution of cultivated land across tenure classes--and in particular the extremely small land units combined with the declining yields and population growth--has produced a gradual process of landlessness in Nepal. One result has been the high level of migration and spontaneous land settlement in forest areas in the Nepal Tarai, where prospects for land settlement are still substantial. The work demonstrates how recent state policies emphasizing forest protection seal off this "last" agricultural frontier and subject landless migrants to official intimidation, frequently accompanied by the destruction of their homes and crops and eviction from their settlements.

Can ‘development beyond neoliberalism’ offer the strategies required to challenge such persistent forms of poverty, particularly through efforts to promote citizenship amongst poor people? Drawing on case-study evidence from Africa, Latin America and South Asia, the contributions critically examine different attempts to ‘govern’ chronic poverty via the promotion of particular forms and notions of citizenship, with a specific focus on the role of community-based approaches, social policy and social movements. Poverty is seen here as deriving from underlying patterns of uneven development, involving processes of capitalism and state formation that foster inequality-generating mechanisms and particularly disadvantaged social categories. Sceptics tend to deride the emphasis under current ‘inclusive’ forms of Liberalism on tackling poverty through the promotion of citizenship as inevitably depoliticising and disempowering for poor people, and our cases do suggest that citizenship-based strategies rarely alter the underlying basis of poverty. However, our evidence also offers some support to those optimists who suggest that progressive moves towards poverty reduction and citizenship formation have become more rather than less likely at the current juncture. The promotion of citizenship emerges here as a significant but incomplete effort to challenge poverty that persists over time. This book was published as a special issue of the Journal of Development Studies.

The concept of The Remittance Village emphasises rural people’s transnational mobilities as a key feature of contemporary dynamics in many parts of the Global South, which are reconfiguring rural social, economic and ecological textures. Sunam challenges complacent linear narratives that assume new opportunities such as transnational migration, and remittances provide better pathways for the rural poor to come out of poverty, as well as narratives that understate the importance of land and farming for the rural poor. He demonstrates both that new opportunities are inaccessible for many poor people and that accessing these opportunities often engenders increased precarity and vulnerability. In The Remittance Village, he finds that even those accessing new opportunities are successful only when their household member(s) are simultaneously engaged in in-situ (non-)agricultural activities. This book is a valuable resource for scholars and students from a range of interdisciplinary backgrounds, including human geography, anthropology of development, and sociology. It is also recommended reading for policy makers, international development agencies and I/NGOs working on rural development in the Global South. Available in PDF, EPUB and Kindle. Book excerpt: This report provides an overview of Nepals initiatives on readiness for Reducing Emissions from Deforestation and forest Degradation (REDD+). It presents the status of forest cover change; identifies the drivers of deforestation, institutional and distributional factors in the country; analyses the political economy of land use change; revisits the REDD+ process; and assesses prospects for effective, efficient and equitable outcomes of the same. Nepal has a high rate of deforestation and forest degradation, though there exists no robust, comprehensive orupdated information to show the precise rate. Multiple driverssuch as high dependency on forests, over harvesting, weak governance, landlessness and high opportunity costs for agricultural expansioncontribute to deforestation. The governments capacity to monitor and address these drivers and underlying causes appears inadequate. Forest officials, civil society organisations and donors exhibit strong enthusiasm for and active involvement in REDD+. Over half a dozen diverse REDD+ readiness initiatives are being implemented by the government and non-state actors. REDD+ implementation has adopted a participatory and multi-stakeholder process usually involving government agencies, civil society organisations and development partners. However, this process is largely detached from the complex dynamics of deforestation and appears to be limited to technical, administrative and peripheral issues. The core issues of forest tenure security and governance reform have not received adequate attention. A robust policy, legal and institutional foundation for community forestry and well-functioning community institutions provide a strong foundation for REDD implementation in Nepal. However, there are enormous challenges from the larger political and socio-economic context, the paucity and diversity of institutional arrangements and the unique nature and distribution of forest types.
