Much writing on the process of economic liberalisation in developing countries views economic liberalisation as the victory of economic rationality over political and social interests. In contrast, this book argues that economic liberalisation should not be understood in these terms, but rather in the way that political social interests shape processes of economic reform in both a positive and negative sense. Specifically, Rosser argues that economic liberalisation needs to be understood in terms of the extent to which economic crises shift the balance of power and influence within society away from coalitions opposed to reform and towards those in favour of reform. In the Indonesian context, the main coalitions that need to be examined in this respect are the politico-bureaucrats and the conglomerates who have generally opposed reform and mobile capitalists who have generally supported reform. Based on extensive original research, and providing much new material, the book considers the politics of economic policy-making in Indonesia in a range of sectors including the capital market, intellectual property law, the banking industry, and the trade and investment sectors. Analysing why the nature of economic policy in Indonesia has varied over time, this study argues that there is nothing inevitable about a transition to a fully-fledged liberal market order in Indonesia, and outlines possible future scenarios for the country's political economy.

However, such an approach can neglect the powerful influences exerted upon the state by social and economic forces. This important and controversial new book examines the way in which one of these forces, capital, has emerged in the past two decades as a major influence upon the state, its officials and policies. The emergence of the capitalist class is examined, along with its internal divisions and conflicts and its relations with the state. In particular, attention is given to the fusion of the ruling strata of state officials and the capitalist class - the potential basis for a new ruling class. This is set against the weakness of capital caused by its division into domestic and international, state and private, Chinese and indigenous. These factors are in turn set in the context of international influences - the rise and fall of the oil boom, the activities of the IBRD and IMF, the decline of export earnings and the fiscal difficulties of the state. This is followed by a chapter summarizing the effects on economic growth and poverty. The large divergences in outcome must be attributed to differences in economic policies. It first considers policies in the factor and product markets that mediated between factor endowments and the growth and distributional outcomes. Then it turns to the broader array of economic policies. Finally, it attempts to relate policies to the underlying political processes and interest groups that generated them. Each part concludes by explaining the salient economic outcomes as a result of both policy and the underlying politics. Part III features a concluding comparison by using economic histories to compare the two countries. First it examines the outcomes, then the policies. Finally it contrasts the political processes and interest groups that it suggests account for these important policy differences.
