Available in PDF, EPUB and Kindle. Book excerpt: The thesis explores the relationship between ill health and underdevelopment in northern remote Manitoba. Developmental indicators are detailed which illustrate clearly that northern remote Manitoba is an underdeveloped region. In order to explain the origins and continuing existence of this underdevelopment, Latin American dependency theory and Canadian staple theory are employed. The health problems of the remote northern population are then exposed using mortality and morbidity indicators, which clearly illustrate two basic types of health problems: those typical of the third world, and accidents, suicide, and violence. Basic deficiencies in living conditions are then shown to be directly related to the third world problems, while the accidents, suicide, and violence are shown to stem from much more complex causes based on the historical experience of the native people, and their present situation of marginalization on the fringe of a very affluent society. The investigation of policy reveals that principles of health care from the third world could be very useful in this region with respect to the third world type problems - these princip1es are recognized by policy makers, but there exist many obstacles to their implementation. With respect to the problems of accidents, suicide, and violence, Indian Affairs policy is examined which indicates that the government has exacerbated the problems of its native people. The thesis concludes with a discussion of political mobilization among Manitoba's native people, which may be the only solution to the problems of accidents, suicide and violence.

Book excerpt: The purpose of this paper is to investigate the relationship between health and development in northern Manitoba. The hypothesis is that health and development levels are positively associated because the same factors that sustain underdevelopment in northern Manitoba sustain poor health. Pipeline developments and the search for alternative energy sources have focussed the attention of governments and the general public on northern development problems. After a period of neglect, the North has come to figure prominently in decision-making at the federal and provincial Ievels. The Berger Commission Inquiry into the inpact of pipeline development and other studies, such as that completed in 1974 by Gemini North for Canadian Arctic Gas, have begun to highlight some of the potentially negative impacts of rapid large scale industrial development in the Arctic. Primarily, two negative impacts are cited. They are the destruction of the natural environment and an increase in social patholoty as a land-based people with a traditional economy are forced to become more urban-based and a part of a wage economy. Among the residents of northern Manitoba, similar kinds of concerns have and are still being raised. The existence of the Northern Flood Agreement, to which federal and provincial governments, Manitoba Hydro and the Northern Flood Committee (on behalf of the Cross Lake, Norway House, Nelson House, Split Lake and York Landing Indian Reserves) are signatories is one testimony to this ... What is known is that government activity in the Manitoba North in the last ten years has not substantially improved the socio-economic circumstances of native northerners. Despite this level of expenditure, a small percentage of native northerners is employed full time, their incomes are lower, and they have fewer educational opportunities with which to prepare themselves for the job market ... In view of the substantial financial investment and the apparently poor response to it, an investigation of a possible relationship which may shed light on what are the real constraints to development and what financial investment may lead to more successful policy interventions is pertinent. As the role of health as a factor in regional development has been given insufficient attention up to this point, the purpose of this paper is to investigate that factor.

Book excerpt: This study develops a theoretical/conceptual framework for examining the underdevelopment of the nutrition and health of an impoverished and disadvantaged people living in the midst of an affluent, advantaged society. This thesis addresses four main problems. The first problem examined is whether modernization and socio-economic development contribute to or detract from human well-being in the form of good nutrition and good health. The second problem is the need to develop a theoretical perspective where nutrition and health, which inherently belong to the ecological paradigm, can be related to the modernization/underdevelopment paradigm, which is inherently sociological and economic in orientation. The third problem concerns the mechanisms by means of which the modernization and underdevelopment processes generate the structures which are expressed in the nutritional and health status of an impoverished people. The fourth problem is to determine whether northern Manitoba fits the Third World paradigm or if it exhibits the characteristics which make the region and its people a unique case of underdevelopment. The historical process-structure method is used to identify the historical processes of underdevelopment and the contemporary processes of modernization which generate structures of poverty, malnourishment and ill health ... This study identifies the modern market economy as the principal agent of the modernization process ... The case study on bottle feeding provides a near ideal example of how modernization, nutrition and health interact in the infant. Bottle feeding is examined from an ecological perspective to identify environmental, nutritional, medical, social, cultural and economic mechanisms which interact to generate appallingly poor nutrition and health among impoverished people who are modernized without leaving their poverty behind.

Book excerpt: This paper sets out a number of indicators suggested in the literature and relevant in Northern Manitoba and discusses these indicators in relation to economic development in Northern Manitoba. The indicators selected are primarily health indicators, although education, and sources and levels of income are also pertinent factors which are discussed. Data on the selected indicators is presented for 22 remote northern communities and correlated with morbidity and hospital utilization. The purpose of this analysis is to determine if there are any apparent patterns between levels of illness and levels of development in these remote communities.
