Thus, this book deals with an issue that is very timely and relevant, not just in Africa but globally. It critically assesses healthcare reforms in Ghana under the Fourth Republic, since 1993. Although it focuses on Ghana’s National Health Insurance Scheme of 2003, the book instructively goes beyond this program. The book argues that, although Ghana is a bellwether of healthcare reforms in Africa, its healthcare initiatives are still far from the service haven of healthcare as a human right. Themes that animate the book’s argument include the need to translate human rights law, such as the right to health, into practical policies that work for ordinary citizens. Key highlights of the book include an increased accent on health as a human right, emphasis on comparative analysis in healthcare studies, and the formulation of a four-hallmark framework, embedded in economics, law, politics, and human rights, to act as a guide for assessment of healthcare reforms in Africa in particular, and Ghana more specifically. New forms of risk caused by unprecedented global connectivity and rapid social and environmental change demand new approaches. ‘One Health’ highlights the need for collaboration across sectors and disciplines to tackle zoonotic diseases. The author interrogates how reforms shaped public, community-based services for people living with severe mental illness, and how features of this care has been determined, in part at least, by the relations between actors and structures in the state, private for-profit health care, and civil society spheres. A description of the development of South Africa’s post-apartheid health system, and the contentions that emerge therein, sets the stage for an analysis of the country’s most tragic human rights failure during its democratic period, namely the Life Esidimeni tragedy. The roots of the tragedy are not only framed as a loss of life and dignity as a result of political corruption and administrative mismanagement, but as a power differential that ultimately highlights an unjust system that relegates its most vulnerable citizens to commodities, without voice and without agency. The book concludes that the commodification of severe mental illness has been a product of neoliberal discourses that have shaped the economistic ways in which the post-apartheid South African state have governed poverty and severe mental illness. This book will be of interest to scholars of health, social and economic policy in South Africa.

Examining the post-independence trajectories of Botswana, Zimbabwe and South Africa, the book shows three different examples of this failure to overcome a debilitating colonial legacy. Andreasson then argues that it is now time to resuscitate post-development theory's challenge to conventional development. In doing this, he claims, we face the enormous challenge of translating post-development into actual politics for a socially and politically sustainable future and using it as a dialogue about what the aims and aspirations of post-colonial societies might become. It does so by examining the case of Zambia, where people identify themselves either as members of one of the country's seventy-three tribes or as members of one of its four principal language groups. The book accounts for the conditions under which Zambian political competition revolves around tribal differences and under which it revolves around language group differences. Drawing on a simple model of identity choice, it shows that the answer depends on whether the country operates under single-party or multi-party rule. During periods of single-party rule, tribal identities serve as the axis of electoral mobilization and self-identification; during periods of multi-party rule, broader language group identities play this role. The book thus demonstrates how formal institutional rules determine the kinds of social cleavages that matter in politics.
