Book excerpt: This paper will start by mapping the vulnerabilities in three groups of countries in the region: the Baltic States Estonia, Latvia and Lithuania; the Visegrád countries Czech Republic, Hungary, Poland and Slovakia, to which we add Slovenia; and the Balkan group of Romania, Bulgaria and Croatia. With this, we follow the varieties of East European capitalism literature (Bohle and Greskovits 2012). The expectation is that each variety of capitalism also exhibits specific strengths and weaknesses when facing the COVID-19 crisis. The next section details the vulnerability profiles. The third section presents our theoretical framework and expectations. Specifically, we spell out the three factors that we expect to matter for policy responses: government strategies to stay in power, state capacities and policy learning. The fourth section provides a toolbox for analysing policy responses, which will serve as a guideline for the country papers.

Book excerpt: This book seeks to identify the reasons why some countries were more efficient and effective than others in responding to the COVID 19 pandemic, and why the global community failed to coalesce. What are the political determinants of the different state responses to the pandemic? Why was scientific advice rejected or ignored in many countries? What has been the role, respectively, of neoliberalism, populism, and authoritarianism in the making of Covid-19 policy? What role have each of these factors played in the uneven and clearly inadequate global response to the pandemic? In an effort to understand why some states failed to handle the pandemic properly, some of the literature suggests that populism is at the root of the current failure of international co-operation. The global financial crisis of 2008-10 triggered significant cooperation within the G-20, led by the combined efforts of the United States and China. These forms of cooperation have clearly disappeared in the context of the pandemic, not only with respect to economic policy but also in public health and management. The authors of this volume link the different state responses to the pandemic-- from its inception to the start of the vaccination campaign, and to the political regimes prevailing in each. In particular, the present volume focuses on a distinction between the responses of neo-liberal regimes, populist regimes and authoritarian ones.

The crisis raised the profile of economic policy themes that relate to the role of taxation and state spending. The key policy differences related to public budgets and support for a demand stimulus. Responses fall broadly into two categories that we link to a social-democratic and a neo-liberal response. The distinction indicates that the policy responses were linked to the party affiliation of the government on the left-right spectrum. There were some remarkable common trends that cannot be explained by the logical requirements of the economic situation alone. There are differences in timing and in severity, but every country has gone towards the budget-balance-by-cuts road at some point. In all cases there were cuts in benefits for marginal groups in society and a switch towards indirect rather than direct taxes: these carry clear distributional implications.

Book excerpt: The idea for this volume came from the enigma that some Central and Eastern European (CEE) European Union (EU) member states have been keen to join the Eurozone while others have shown persistent reluctance. Moreover, the attitudes towards joining have seemingly not correlated with either the level of economic development or the time spent as part of the EU, nor with any other rational reason such as the level of integration into the EU real economy, or the level of trust in the EU on the part of the public. Therefore, at first sight, the answer to the question ‘why in, why out?’ remains rather unclear. The attractiveness of the currency union has nevertheless not disappeared for the CEE countries. Despite the Eurozone crisis of 2010–13, it was during that time that the Baltic states introduced the euro. Then, after a few years of inactivity, Croatia and Bulgaria successfully applied for membership of the exchange rate mechanism in July 2020, amid the economic crisis caused by the coronavirus (COVID-19) pandemic. At the same time, the three Visegrad countries still using their national currencies – Poland, Czechia and Hungary – no longer have a target date to join the monetary union. This volume aims to discuss these issues from horizontal aspects and through country studies, with contributions from expert authors from, or closely related to, the CEE region.

In undemocractic regimes elsewhere populists play on people's feelings of insecurity in an unpredictable and fast changing world, promising security and order in exchange for democratic freedom.
