Book excerpt: This book takes an incisive, political ecology perspective of the development of agriculture in the West African nation of Ghana (formerly the British colony of the Gold Coast), focusing on agricultural, socio-cultural, economic, political and environmental issues during the pre-colonial (pre-16th century), colonial and post colonial periods (after 1957, up until 1992, the start of the last Republic). This integrated approach for the study of agricultural development and environmental change is very relevant to the Ghanaian context. Here, complex historical, political and socio-cultural factors have been combined, within a fairly short period, to contribute to an environmental metamorphosis. A complicated mosaic of indeterminate vegetation climaxes, such as depleted and secondary forests, derived savannah and savannah woodland, has gradually replaced the primeval rain forest, deciduous forest and savannah. Problems include soil erosion and desertification risk. This, largely due to human agency, is explainable by examining the political and economic relations behind the resource exploitation methods devised by the different actors in the political, economic and social system.

Book excerpt: Whilst Ghana has made momentous strides in national food security over the last decade, peasants in the rural north, indeed, those who produce the bulk of the country's food, are also the hungriest population. This paradox immediately raises profound questions for research in human-environment geography. The purpose of this thesis is to investigate some of these questions, with particular emphasis on why Ghana's food system is failing precisely those who produce food. The research combines insights from agrarian political economy and political ecology, and is informed by nine months of intensive fieldwork. Three carefully selected case studies uncover the full measure of struggle, suffering and resilience among peasant households in two savanna villages. A cross-cutting argument in the case studies is that peasant production systems are able to manage the inherent risks posed by the savanna ecology, and it is rather the induced vulnerability from external factors that undermines food production systems. Among the most far-reaching factors include land-grabbing, the introduction of Green Revolution technologies, and the rise and consolidation of neoliberal development. The study shows how these forces are interwoven, and layered upon gender politics to render women and children more vulnerable to food insecurity. In particular, land-grabbing has resulted in a landless class of peasants, who reproduce themselves through proletariatization in unrewarding sharecrop schemes. Theoretically, the thesis sheds light on how food insecurity is socially and politically produced, but continues to be cast as drought-induced. In the end, a strong case is made for an alternative agriculture that will keep peasants on the land, and feed the hungry population now and into the future.

This is a study of the changing rules and relationships within which natural, human and man-made resources were mobilized for production during the development of an agricultural export economy in Asante, a major West African kingdom which became, by 1945, the biggest regional contributor to Ghana's status as the world's largest cocoa producer. The period 1807-1956 as a whole was distinguished in Asante history by relatively favorable political conditions for indigenous as well as (during colonial rule) for foreign private enterprise. It saw generally increasing external demands for products that could be produced on Asante land. This book, which fills a major gap in Asante economic history, transcends the traditional divide between studies of precolonial and of twentieth-century African history. It analyses the interaction of coercion and the market in the context of a rich but fragile natural environment, the central process being a transition from slavery and debt-bondage to hired labor and agricultural indebtedness. It contributes to the broad debate about Africa's historic combination of emerging 'capitalist' institutions and persistent 'precapitalist' ones, and tests the major theories of the political economy of institutional change. It is written accessibly for an interdisciplinary readership. Employing the increasingly popular framework of political ecology, which highlights the dynamic linkages between political-economic forces and human-environment relationships, Lawrence Grossman provides a new perspective on the history and contemporary trajectory of the Windward Islands banana industry. He reveals in rich detail the myriad impacts of banana production on the peasant laborers of St. Vincent and the Grenadines. Grossman challenges the conventional wisdom on three interrelated issues central to contract farming and political ecology. First, he analyzes the process of deskilling and the associated significance of control by capital and the state over peasant labor. Second, he investigates the impacts of contract farming for export on domestic food production and food import dependency. And third, he examines the often misunderstood problem of pesticide misuse. Grossman's findings lead to a reconsideration of broader debates concerning the relevance of research on industrial restructuring and globalization for the analysis of agrarian change.
