Written by both academics and Ethiopians who have participated personally in the events they discuss, the papers describe and interpret the Ethiopian revolution and explore its successes, failures, and intrinsic qualities. The contributors express a variety of viewpoints and approaches to the current crisis situation in Ethiopia, demonstrating that although the 15-year revolution has failed to measurably improve the lot of Ethiopians, Ethiopia's history, demographics, and climate have also been important contributing factors. A number of articles deal with aspects of the political crisis while others analyze the economic crisis, looking at present problems and their historical roots. Taken together, these essays make a major contribution to our understanding of the persistent problems faced by Ethiopia today. Following the editor's introduction, the volume is divided into three sections. In Part I, four papers explore the Ethiopian state and the problem of power. Individual chapters examine such issues as change and continuity in Ethiopian politics, decisions and elections, and the question of rural transformation. Part II looks at different facets of the national question, now or in the past--the character of the leadership, the concept of government, and the decision-making process. The third section analyzes the current economic crisis in two papers which discuss Ethiopia's agricultural crisis and development strategy. Bertrand Badie and Pierre Birnbaum here persuasively argue that the origin of the state is a social fact, arising out of the peculiar sociohistorical context of Western Europe. Drawing on historical materials and bringing sociological insights to bear on a field long abandoned to jurists and political scientists, the authors lay the foundations for a strikingly original theory of the birth and subsequent diffusion of the state. The book opens with a review of the principal evolutionary theories concerning the origin of the institution proposed by such thinkers as Marx, Durkheim, and Weber. Rejecting these views, the authors set forward and defend their thesis that the state was an "invention" rather than a necessary consequence of any other process. Once invented, the state was disseminated outside its Western European birthplace either through imposition or imitation. The study concludes with concrete analyses of the differences in actual state institutions in France, Prussia, Great Britain, the United States, and Switzerland.

But Hezbollah and ISIS in the Middle East, pirate clans in Africa, criminal gangs in South America, and militias in Southeast Asia are examples of nonstate actors that control local territory and render public services that the nation-state cannot or will not provide. This fascinating book takes the reader around the world to areas where national governance has broken down—or never really existed. In these places, the vacuum has been filled by local gangs, militias, and warlords, some with ideological or political agendas and others focused primarily on economic gain. Many of these actors have substantial popularity and support among local populations and have developed their own enduring institutions, often undermining the legitimacy of the national state. The authors show that the rest of the world has more than a passing interest in these situations, in part because transborder crime and terrorism often emerge but also because failed states threaten international interests from trade to security. Decentralization, attempted democratization via ethno-national representation, and partial economic liberalization have reconfigured Ethiopian society and state in the past two decades. Yet, as the contributors to this volume demonstrate, ‘democracy’ in Ethiopia has not changed the authority structures and the culture of centralist decision-making of the past. The political system is tightly engineered and controlled from top to bottom by the ruling Ethiopian Peoples’ Revolutionary Democratic Front (EPRDF). Navigating between its 1991 announcements to democratise the country and its aversion to power-sharing, the EPRDF has established a de facto one-party state that enjoys considerable international support. This ruling party has embarked upon a technocratic ‘developmental state’ trajectory ostensibly aimed at ‘depoliticizing’ national policy and delegitimizing alternative courses. The contributors analyze the dynamics of authoritarian state-building, political ethnicity, electoral politics and state-society relations that have marked the Ethiopian polity since the downfall of the socialist Derg regime.
