Because of these deeply embedded political constraints, Nigeria has also fallen behind in terms of economic development. However Nigeria is not a nation without resources. Many of Nigeria's conflicts are centered around oil. As it stands currently, Nigeria's wealth is concentrated in the hands of the ruling elite and little has been done to improve the situation of the poorest segments of the population. But the prolonged and dismal situation in the Nigerian economy that serves as the inspiration behind The Political Constraints on Nigerian Economic Development Since the Independence is not without a potential solution. Author Cajetan Iwunze intended this book as more than just a statement against the tribal nationalism and the economic bandits that continue to loot the country. It also aims to suggest that if there is a solution, it lies in reforming the country's institutions so that Nigeria's oil wealth can be used for the benefit of everyone. Book excerpt: Governments fail to provide the public goods needed for development when its leaders knowingly and deliberately ignore sound technical advice or are unable to follow it, despite the best of intentions, because of political constraints. This report focuses on two forces—citizen engagement and transparency—that hold the key to solving government failures by shaping how political markets function. Citizens are not only queueing at voting booths, but are also taking to the streets and using diverse media to pressure, sanction and select the leaders who wield power within government, including by entering as contenders for leadership. This political engagement can function in highly nuanced ways within the same formal institutional context and across the political spectrum, from autocracies to democracies. Unhealthy political engagement, when leaders are selected and sanctioned on the basis of their provision of private benefits rather than public goods, gives rise to government failures. The solutions to these failures lie in fostering healthy political engagement within any institutional context, and not in circumventing or suppressing it. Transparency, which is citizen access to publicly available information about the actions of those in government, and the consequences of these actions, can play a crucial role by nourishing political engagement.

It addresses why Indonesia was so much more successful than Nigeria during this period. The book consists of three parts. Part I focuses on Nigeria and part II on Indonesia. The first chapters in each part provide a narrative of the political economy, focusing on the various phases since 1950. This is followed by a chapter summarizing the effects on economic growth and poverty. The large divergences in outcome must be attributed to differences in economic policies. It first considers policies in the factor and product markets that mediated between factor endowments and the growth and distributional outcomes. Then it turns to the broader array of economic policies. Finally, it attempts to relate policies to the underlying political processes and interest groups that generated them. Each part concludes by explaining the salient economic outcomes as a result of both policy and the underlying politics. Part III features a concluding comparison by using economic histories to compare the two countries. First it examines the outcomes, then the policies. Finally it contrasts the political processes and interest groups that it suggests account for these important policy differences.

Book excerpt: The purpose of this paper is to empirically determine the effects of political instability on economic growth. Using the system-GMM estimator for linear dynamic panel data models on a sample covering up to 169 countries, and 5-year periods from 1960 to 2004, we find that higher degrees of political instability are associated with lower growth rates of GDP per capita. Regarding the channels of transmission, we find that political instability adversely affects growth by lowering the rates of productivity growth and, to a smaller degree, physical and human capital accumulation. Finally, economic freedom and ethnic homogeneity are beneficial to growth, while democracy may have a small negative effect.

The authors argue that the reform program must be considered as 'initial steps on a long journey'; consequently, they have outlined a number of outstanding issues that need to be addressed by future Nigerian administrations.

The effort to employ the notion of constraint as a conceptual tool in analyzing African politics reflects an attempt to move away from evaluative terms such as development and modernization or decay and breakdown. Development, which has an implicit suggestion of social progress and constitutional government, seems inappropriate for the study of the wide array of political phenomena found in African states. Terms such as breakdown and decay—with an equally broad suggestion of disruption, disunity, and instability—seem equally inappropriate. The vantage point of the authors in this volume is primarily political, but their understanding of African development encompasses the social and economic spheres as well. The constraints that impede achievement of African objectives are varied, and many, of course, are not political. Geographical factors, for example, are supremely relevant in accounting for the availability of natural resources.
