Book excerpt: "The role of domestic and international institutions in reducing political risks in foreign direct investment (FDI) has been well studied by extant studies. Yet, one question remains unanswered: why do some foreign investors face more problems than others in the same host country? In other words, how could some firms take greater risks than others? Three essays in this dissertation suggest that firm heterogeneity is the key to answering this question. Firms have diverse political backgrounds and they leverage that against investment risks. The first paper suggests that firms can reduce policy risks by lobbying information. Due to the possibility of costly investor-state disputes, host governments are more willing to avoid damaging the business operation of firms with the available record of lobbying the US government. The second essay finds that foreign ownership of a mine has a restraining effect on armed conflict. The possibility of home countries' military intervention discourages both insurgents and national governments to fight in the vicinity of foreign-owned mining facilities. The third paper argues that multinationals use collusive corruption to hedge political risks from protests. However, a given firms' bribery only works in a district where both senators are from the incumbent party because senators from opposition parties have incentives to increase protests against foreign investors"--Page vii.

Introduction The controversy between the Kazak government and the Italian oil company ENI about the exploitation of Kashagan ́s oil fields is only one out of many cases, in which political violence acts or governmental decisions threatened foreign investments of a multinational enterprise (MNE). In April 2006, the Dacion and Jusepin oil fields, operated by ENI and the French company Total, were taken over by the Venezuelan government, because they rejected to change their business operations into joint ventures with the state-owned oil company PDVSA (Ferrari and Rolfini 2008). Stated by Kesternich and Schnitzer (2009) some recent empirical studies identified that for MNEs political risk is one of the most important factors when considering a foreign investment. Foreign investments nowadays seem to be even more risky in terms of pollution that result in natural catastrophes such as caused by BP (Heller 2011), cultural conflicts or political disturbances for which Lybia (Yang 2011) represents a recent example and an increasing social disparity (Bloch, Koepplinger and Wolfrum 2007) [...]

To what extent do conditions of governance and politics matter? This book provides the most systematic exploration to date of these crucial questions at the nexus of politics and economics. Using quantitative data and interviews with investment promotion agencies, investment location consultants, political risk insurers, and decision makers at multinational corporations, Nathan Jensen arrives at a surprising conclusion: Countries may be competing for international capital, but government fiscal policy--both taxation and spending--has little impact on multinationals' investment decisions. Although government policy has a limited ability to determine patterns of foreign direct investment (FDI) inflows, political institutions are central to explaining why some countries are more successful in attracting international capital. First, democratic institutions lower political risks for multinational corporations. Indeed, they lead to massive amounts of foreign direct investment. Second, politically federal institutions, in contrast to fiscally federal institutions, lower political risks for multinationals and allow host countries to attract higher levels of FDI inflows. Third, the International Monetary Fund, often cited as a catalyst for promoting foreign investment, actually deters multinationals from investment in countries under IMF programs. Even after controlling for the factors that lead countries to seek IMF support, IMF agreements are associated with much lower levels of FDI inflows.

I examine the ex post implications of political risk in the energy industry, as the energy industry presents an environment in which multinational corporations embrace risk and must continually overcome risk to earn favorable returns on their investment. I explore two types of risks that energy multinationals face: risk from the obsolescing bargain and socio-political conflict risk from non-state actors. Regarding the former, I derive a theoretical model that examines a mechanism through which energy multinationals could forestall the hold-up problem, and test this model empirically. With respect to the latter, I investigate the effect socio-political conflict from non-state actors has on the performance of multinational corporations, as this could ultimately affect their ability to earn a return on their investment. My results provide empirical evidence that such risk from non-state actors is problematic for firms.

Book excerpt: This study attempts to develop a conceptual frame work to deal with operations and management in a foreign business environment. The study develops a measure for business financial performance by employing factor analysis methods to integrate three profit-related ratios, derived from Modified DuPont Model, utilizing financial performance data from 630 multinational companies ranked in Business Week's Global 1000 report between years 1994-1997. In the analysis of multinational companies cases, approximately 400 sets of financial data (Return/Assets, Return/Revenues, Return/Equity), were categorized and computed for intercorrelations and development of the financial performance index. A new financial performance measure was derived and termed the Financial Performance Index or FPI. Indices trends for 4 years were generated and compared among four parent countries (France, Germany, Japan, and U.S.), across four selected industry groups, i.e., automobile, pharmaceuticals, electric and electronic equipments and banking. In the analysis of the multinational companies data, the financial performance index exhibited patterns and trends which varied by country and across industry groups; moreover, they added analytical depth when interpreted along with market shares and sales mode. To test the hypothesis that a multinational company's financial performance in foreign business environment is linearly related to the host country's political conditions. Twelve political uncertainties indicators (independent variable) in thirteen host countries were chosen to test for linear relationship with the level of financial performance index (dependent variables). Five equations were formulated to predict the Financial Performance Indices of the four selected industries and the country composite. A step-wise method of multiple regression analysis was employed to measure and determine a predication equation with most favorable financial performance in thirteen host countries of four major industries, i.e., automobile, pharmaceuticals, electric and electronic equipments, and banking. The combination of political risk indicators in the host country can explain the variations of the country composite FPI and the FPI across four selected industries. Results of multiple regression analysis support the hypothesis, enabling prediction of the FPI as well as analysis of the differential importance of the political risk indicators. A model of international business operations was fully developed to be applied as a conceptual framework for further research and practical applications in the field of international business operations.

Lax's study is important because it focuses on developing a context for understanding political risk rather than simply offering a predictive methodology. The inherent conflict of interests and issues hierarchies between these two actors, Lax argues, is the root cause of political risk.
