Africa has, in many ways, been the global laboratory for the gender, peace and security agenda, not only because of the number of conflicts occurring on the continent but also because African regional organisations, governments and civil society organisations have been at the forefront of striving for gender equality and implementing United Nations Security Council Resolution 1325. This book explores gender, peace and security in Africa from multiple angles, including: the conceptual and implementation challenges and shifts around women, peace and security in Africa over the last 15 years; women’s role as combatants in national liberation forces in South Africa; the dynamics of gender in the military through the lens of Kenyan women combatants; food security through a feminist lens; and a series of case studies on the nexus between gender and security in Zimbabwe, Nigeria, Madagascar, the Democratic Republic of Congo, Kenya and Somalia. Book excerpt: This book offers an historical and contemporary analysis of policing and police-citizen relations in Nigeria, to understand why people co-operate (or don’t) with the police. It examines police legitimacy and the validity of procedural justice theory in a post-colonial African context where corruption, brutality and lack of accountability are not uncommon, to find more refined and alternative answers to the question of why people co-operate (or don’t) with the police. The history of policing in Nigeria is explored first and then procedural justice theory is tested through an extensive, cross-sectional survey of the public. One of the core findings is that citizens’ co-operation with the police is driven less by legitimacy but more by effectiveness considerations and “dull compulsion”, a concept akin to legal cynicism. This study represents one of the first attempts to test and understand “dull compulsion” and its relevance in this context. Overall, it develops the field by illustrating that that there are significant variations between contexts when addressing the influence of perceived procedural justice policing on perceptions of police legitimacy, and it explains the implications for policy makers.

In grappling with economic scarcity and restricted choice, decision-makers must transform domestic institutions and practices and reformulate their relationship to the global economy. The authors of this book believe that their efforts can be advanced by resorting to a problem-solving focus. Such an approach will, in their opinion. allow social scientists to remain true to their professional disciplines while permitting them to embrace African-designated objectives. By inquiring into decision processes and results, policy analysis seeks to identify optimal courses of action in the context of prevailing societal demands and constraints. In general, African decision-makers have adopted three choice strategies with an eye to reducing scarcity and expanding alternatives: accommodation, reorganization, and transformation. When these choice strategies are related to system goals, striking variations in preferences and priorities emerge, the most significant of which concern decision on mobilizing and distributing resources and achieving freedom from external control. In various trade--off situations (involving negotiations by producer cartels, bargaining between multinational companies and African host countries, and external economic assistance) diverse policy patters among the groups in relating to the benefits and costs of particular lines of action appear. Each choice strategy has its own benefit-cost combination. Since no approach may be equally valid cross-nationally, the decision elites of each country are left with the responsibility for determining their own goals and priorities. In Guns and Society, Saheed Aderinto considers the social, political, and economic history of these weapons in colonial Nigeria. As he transcends traditional notions of warfare and militarization, Aderinto reveals surprising insights into how colonialism changed access to firearms after the 19th century. In doing so, he explores the unusual ways in which guns were used in response to changes in the Nigerian cultural landscape. More Nigerians used firearms for pastime and professional hunting in the colonial period than at any other time. The boom and smoke of gunfire even became necessary elements in ceremonies and political events. Aderinto argues that firearms in the Nigerian context are not simply commodities but are also objects of material culture. Considering guns in this larger context provides a clearer understanding of the ways in which they transformed a colonized society.
