If universally adopted and supported by a set of common global rules in the international legally binding instrument on plastic pollution these could cut annual volumes of mismanaged plastic waste by 90% and virgin plastic use by 30% by 2040 relative to 2019 levels. Yet, the report highlights that more ambitious efforts are needed to align with the Paris Climate Agreement and holistically address plastic pollution.

The Code was first published in 1926, and a new edition of the code has been published every six years since 1934. The 2012 edition of the Code incorporates laws enacted through the One Hundred Twelfth Congress, Second Session, the last of which was signed by the President on January 15, 2013. It does not include laws of the One Hundred Thirteenth Congress, First Session, enacted between January 2, 2013, the date it convened, and January 15, 2013. By statutory authority this edition may be cited "U.S.C. 2012 ed." As adopted in 1926, the Code established prima facie the general and permanent laws of the United States. The underlying statutes reprinted in the Code remained in effect and controlled over the Code in case of any discrepancy. In 1947, Congress began enacting individual titles of the Code into positive law. When a title is enacted into positive law, the underlying statutes are repealed and the title then becomes legal evidence of the law. Currently, 26 of the 51 titles in the Code have been so enacted. These are identified in the table of titles near the beginning of each volume. The Law Revision Counsel of the House of Representatives continues to prepare legislation pursuant to 2 U.S.C. 285b to enact the remainder of the Code, on a title-by-title basis, into positive law. This volume provides a comprehensive, holistic analysis on the plastic cycle and its subsequent effects on biota, food security, and human exposure. Importantly, global environmental change and its associated, systems-level processes, including atmospheric deposition, ecosystem complexity, UV exposure, wind patterns, water stratification, ocean circulation, etc., are all important direct and indirect factors governing the fate, transport and biotic and abiotic processing of plastic particles across ecosystem types. Furthermore, the distribution of plastic in the ocean is not independent of terrestrial ecosystem dynamics, since much of the plastic in marine ecosystems originates from land and should therefore be evaluated in the context of the larger plastic cycle. Changes in species size, distribution, habitat, and food web complexity, due to global environmental change, will likely alter trophic transfer dynamics and the ecological effects of nano- and microplastics. The fate and transport dynamics of plastic particles are influenced by their size, form, shape, polymer type, additives, and overall ecosystem conditions. In addition to the risks that plastics pose to the total environment, the potential impacts on human health and exposure routes, including seafood consumption, and air and drinking water need to be assessed in a comprehensive and quantitative manner. Here I present a holistic and interdisciplinary book volume designed to advance the understanding of plastic cycling in the environment with an emphasis on sources, fate and transport, ecotoxicology, climate change effects, food security, microbiology, sustainability, human exposure and public policy.
