The most dynamic local actors, the political affiliates of the Iraq-based Kurdistan Workers' Party (PKK) in Turkey -- the People’s Protection Units (YPG) and Democratic Union Party (PYD) -- control major portions of the Syria-Turkey border, have announced a federal region and established local rule. But YPG military success is hitting significant geopolitical and demographic barriers, placing the PKK before a stark choice: continue to subordinate its Syria project to its fight against Turkey or prioritise more Kurdish self-rule in Syria. Given recent regional realignments, the latter option is best: for the YPG-PYD to become what it professes to be: a Syrian Kurdish party ideologically linked to the PKK and its founder, Abdullah Öcalan (imprisoned in Turkey), but operationally detached. In Break all the Borders, Ariel I. Ahram examines the separatist movements that aimed to remake those borders and create new independent states. With detailed studies of the Islamic State in Iraq and Syria, the federalists in eastern Libya, the southern resistance in Yemen, and Kurdish nationalist parties, Ahram explains how separatists captured territory and handled the tasks of rebel governance, including managing oil exports, electricity grids, and irrigation networks. Ahram emphasizes that the separatism arose not just as an opportunistic response to state collapse. Rather, separatists drew inspiration from the legacy of Woodrow Wilson and ideal of self-determination. They sought to reinstate political autonomy that had been lost during the early and mid-twentieth century. Gülay Türkmen asks a question that informs the way we understand religiously homogeneous ethnic conflicts today: Is it possible for religion to act as a resolution tool in these often-violent conflicts? In search for answers to this question, in Under the Banner of Islam, Türkmen journeys into the inner circles of religious elites from different backgrounds: non-state-appointed local Kurdish meles, state-appointed Kurdish and Turkish imams, heads of religious NGOs, and members of religious orders. Blending interview data with a detailed historical analysis that goes back as far as the nineteenth century, she argues that the strength of Turkish and Kurdish nationalisms, the symbiotic relationship between Turkey's religious and political fields, the religious elites' varying conceptualizations of religious and ethnic identities, and the recent political developments in the region (particularly in Syria) all contribute to the complex role religion plays in the Kurdish conflict in Turkey. Under the Banner of Islam is a specific story of religion, ethnicity, and nationalism in Turkey's Kurdish conflict, but it also tracks a broader narrative of how ethnic and religious identities are negotiated when resolving conflicts.

But these perspectives, while useful, reduced sectarian identities to a consequence of either primordial tensions or instrumentalised identities. While more recently 'third way' approaches addressed the problems with these two positions, the complexity of secatarian identities within and across states remains unexplored. This book fills the gap in the literature to offer a more nuanced reading of both sectarian identities and also de-sectarianization across the Middle East. To do so, the volume provides a comparative account, looking at Iraq, Bahrain, Yemen, Syria and Lebanon. It examines the ways in which sect-based difference shapes regional politics and vice versa. The book also contributes to burgeoning debates on the role of protest movements in sectarianism. Chapters are split across three main sections: the first looks at sects and states; the second traces the relationship between sects and regional dynamics; and the third examines de-sectarianization, that is, the contestation and destablization of sectarian identities in socio-political life. Each section provides a more holistic understanding of the role of sectarian identities in the contemporary Middle East and shows how sectarian groups operate within and across state borders, and why this has serious implications for the ordering of life across the Middle East.

This book looks at the aim of Islamic State to create an effective government, with an economically independent regime, which focused on key oilfields in Syria and Iraq. Having addressed Islamic State's quest for energy resources in Iraq and Syria, the book explores the lawfulness of the war with Islamic State from a variety of legal aspects. It has been attempted to make inroads into the most controversial aspects of contradictions in the application of jus ad bellum and jus in bello, particularly when discussing the use of extraterritorial armed force against ANSAs, and the obligation to protect civilian objects, including the natural environment. The question is whether the targeting of energy resources should be regarded as a violation of the laws of armed conflict, even though the war with Islamic State being classified as a non-international armed conflict. Ambitious in scope, the study argues that legal theory and state practice are still problematic as to how and under what conditions states can justify resorting to military force in foreign territory, and to what extent they can target natural resources as being part of state property. Furthermore, it goes on to examine the differences between international and non-international armed conflicts, to establish whether there is any difference in the targeting of energy resources as part of the war-sustaining capabilities of either party. Through an examination of the Islamic State case, the book offers a comprehensive study to close the gaps in jus in bello by contextualising the questions of civilian protection, victimisation and state responsibility by evaluating the US's war-sustaining theory as a justification for the destruction of a territorial state's natural resources that are occupied by ANSAs.

Book excerpt: This book analyses under what conditions, and with what developmental effects, armed organizations shift their ‘coercive profile’ during civil wars, with a focus on the recent conflicts in Syria and Iraq. The work begins with an operationalisation of the term ‘political settlement’, focusing on how power is organized in fragile and conflict-affected countries, and then uses this operationalization to analyse the political settlements of contemporary Syria and Iraq, including their breakdown and transformation during recent civil wars (of 2011-today in Syria and 2014-17 in Iraq). It subsequently examines why and how elite factions have used armed organizations in times of conflict. This approach links an understanding of the broad evolution of power relations at the national level with the specific effects of the use of armed organizations on such relations. It argues for a shift from assigning fixed labels to armed organizations during civil wars to studying their coercive profile in a dynamic fashion, i.e. how armed organizations behave in terms of their use of threats and coercive force. The book introduces five profiles of coercive behaviour that demonstrate how the same organization can behave very differently at various points in time. One of these, the ‘hybrid coercive profile’, fills a gap in the existing civil war typology of organized armed violence by opening up the possibility of elite factions deliberately combining collaborative and competitive modes of behaviour. As an evidence base, the book provides in-depth analysis of the origins, evolution and operations of four armed organizations that have acted under a hybrid coercive profile during the Syrian and Iraqi civil wars: the Syrian Kurdish People’s Defence Forces, the Eagles of the Whirlwind of the Syrian Social Nationalist Party, the Iraqi Kurdish Peshmerga and the Badr Organization. By connecting the concepts of political settlement and civil war, and applying them to specific armed organizations operating in Syria and Iraq, the book offers new insights into this nexus.
