Beginning with a survey of naval developments in earlier imperial times, the book goes on to show how China has since the mid-19th century four times built or rebuilt its navy: after the Opium Wars, a navy which was sunk or captured by the Japanese in the war of 1894–1895; during the 1920s and 1930s, a navy again sunk or lost to Japan, in the war of 1937–1945; in the 1950s, a navy built with Soviet help, which stagnated following the Sino-Soviet split in the early 1960s; and finally the present navy which absorbed its predecessor, but with the most modern sections dating from the 1990s—a navy which continues to grow and prosper. Book excerpt: Between 1894 and 1905 the question of the Chinese Empire's future development, its survival even, was the most pressing overseas problem facing the Great Powers. The frantic 'scramble for Africa' and the often more intense drama of the 'Eastern Question' notwithstanding, it was the 'China Question' that had the most profound implications for the Powers. Since China's defeat in the 1894-5 war with Japan, the country's final disintegration was widely anticipated; and so was a wider Great Power conflict in the event of China's implosion. At times, that prospect seemed very real. The prospect of China's break-up and of large-scale international conflict in its wake altered the configuration among the Great Powers. Instability in the Far East had ramifications beyond the confines of the region; and, as this study shows, the events of 1894-5 initiated a wider transformation of international politics. No Power was more affected by these changes than Britain. The 'China Question', therefore, provides an ideal prism through which to view the problems of late nineteenth-century British world policy, and the policy of 'isolationism' in particular. This study breaks new ground by adopting a deliberately global approach in looking at British policy, emphasizing the connections between European and overseas developments, and by encompassing diplomatic, commercial, financial, and strategic factors as well as the politics of foreign policy.

It also examines the background of the China-threat scare, to see if it has any merit, in light of both the shifts in the running China debate and the evidence of China's might and intentions.The book's final part explores a possible way out of the two tangles, in the interest of arriving at a reconciliation of the tensions and conflicts associated with the SCS, so that the United States and China can meet each other across the divide for the sake of a new era of public order, presumably under a condominium they can build together.

Book excerpt: Civilization and progress, Gilded Age Americans believed, were inseparable from Anglo-Saxon heritage and Christianity. In rising to become the first Asian and non-Christian world power, Meiji Japan (1868-1912) challenged this deeply-held conviction, and in so doing threatened racial and cultural hierarchies central to American ideology and foreign policy. To reconcile Japan's stature with American notions of Western supremacy, both nations embarked on an active campaign to construct an identity for the Japanese which would recognize Japan's progress and abilities without threatening Americans' faith in white, Christian superiority. Japanese efforts included reassurances in diplomatic exchanges and in the American press that their nation adhered to the central tenets of Western civilization, namely constitutional government, freedom of religion, and open commerce. Many anxious Americans eagerly accepted such offerings, and happily re-conceived the Japanese as adoptive Anglo-Saxons. As with the best new work in diplomatic history, in Outposts of Civilization Henning considers culture to be integral to understanding foreign relations. Thus in addition to official documents and press reports, he examines American missionaries' writings on the Japanese, and American and Japanese art and literature produced during the Gilded Age. In exploring the delicate and deliberate process of identity construction, and how these discourses on race and progress resonated throughout the twentieth century, Henning has produced a fascinating and important study of American-Japanese relations.
