Bernard Bosanquet, the Idealist philosopher, is best known for his study The Philosophical Theory of the State. His wife Helen, economist and social worker, was a member of the Royal Commission on the Poor Laws (1905-9) and between 1909 and 1921, editor of the Charity Organisation Review. Themselves selective supporters of state welfare schemes, they helped to re-fashion the Charity Organisation Society away from its nineteenth century individualism by their advocacy of organic social collectivism. But character, self development and responsibility remained central tenets of their welfare programme. This collection re-publishes most of the Bosanquets' principal books and articles relating to the philosophy of the state and the practice of welfare. The development of their ideas in the context of their own time, and their relevance to current debates in the theory and practice of welfare, forms the basis of a substantial introduction by David Gladstone, the series editor. This Volume looks at the aspects of the social problem.

But he contends that the welfare state finds false friends in those on the Old Left who would justify it as a hesitant first step toward some larger, ideally just form of society. Reasons for Welfare, in contrast, offers a defense of the minimal welfare state substantially independent of any such broader commitments, and at the same time better able to withstand challenges from the New Right's moralistic political economy. This defense of the existence of the welfare state is discussed, flanked by criticism of Old Left and New Right arguments that is both acute and devastating. In the author's view, the welfare state is best justified as a device for protecting needy--and hence vulnerable--members of society against the risk of exploitation by those possessing discretionary control over resources that they require. Its task is to protect the interests of those not in a position to protect themselves. Communitarian or egalitarian ideals may lead us to move beyond the welfare state as thus conceived and justified. Moving beyond it, however, does not invalidate the arguments for constantly maintaining at least the minimal protections necessary for vulnerable members of society.

He examines how major welfare institutions, such as government-financed and -administered retirement pensions, national health insurance, and programs for the needy, actually work. Comparing them to compulsory private insurance and private charities, Shapiro argues that the dominant perspectives in political philosophy mistakenly think that their principles support the welfare state. Instead, egalitarians, positive rights theorists, communitarians, and liberals have misunderstood the implications of their own principles, which in fact support more market-based or libertarian institutional conclusions than they may realize. The author defends what he calls The Ontology of Well-Being Thesis (TOWT), addressing ontological questions about the human condition, and how these questions are fundamental to issues concerning what we might know about human well-being and how we should promote it. Yet, surprisingly, these ontological questions are often side-lined in academic, political, and policy and practice based debates about well-being. Addressing these questions, head-on, six features of the human condition are identified via TOWT: human embodiment, finiteness, sociability, cognition, evaluation, and agency. The main argument of the thesis is that these features reveal the conflicting character of human experiences, which can, in turn, have a profound bearing on our experience of well-being. Notably, it is our conflicting experiences of time, emotion, and self-consciousness, which can potentially help us experience well-being in complex and multi-dimensional ways. The author then applies these insights to various social policies and welfare practices, concerning, for example, pensions, disability, bereavement counselling, social prescribing within health settings, the promotion of mental health, and co-production practices. This book is of importance to philosophers, social policy analysts, and welfare practitioners and is also relevant to the fields of psychology, sociology, politics, and the health sciences.
