Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Communities in Action: Pathways to Health Equity seeks to delineate the causes of and the solutions to health inequities in the United States. Book excerpt: We use a special Canadian dataset containing both literacy test scores and standard labour market variables to examine the impact of literacy on immigrant earnings. Having a literacy measure allows us to examine issues related to discrimination and the sources of lower returns to foreign acquired education and experience among immigrants. We find that the native-born literacy distribution (assessed in English or French) dominates that for immigrants. However, immigrantsand the native born appear to obtain the same return to their literacy skills. We argue that this does not support a discrimination explanation for immigrant-native born earnings differentials. Immigrant shortfalls in literacy can account for about one-half of the earnings gap between university educated immigrants and similarly educated native-born workers. However, low returns to foreign acquired experience have a larger impact on the differential and those low returns are not related to literacy differences. Thus, low literacy among immigrants is an important input to understanding immigrant-native born earnings differentials but is not the dominant explanation.

Book excerpt: Using PSID microdata over the 1980-2010, we provide new empirical evidence on the extent of and trends in the gender wage gap, which declined considerably over this period. By 2010, conventional human capital variables taken together explained little of the gender wage gap, while gender differences in occupation and industry continued to be important. Moreover, the gender pay gap declined much more slowly at the top of the wage distribution that at the middle or the bottom and by 2010 was noticeably higher at the top. We then survey the literature to identify what has been learned about the explanations for the gap. We conclude that many of the traditional explanations continue to have salience. Although human capital factors are now relatively unimportant in the aggregate, women’s work force interruptions and shorter hours remain significant in high skilled occupations, possibly due to compensating differentials. Gender differences in occupations and industries, as well as differences in gender roles and the gender division of labor remain important, and research based on experimental evidence strongly suggests that discrimination cannot be discounted. Psychological attributes or noncognitive skills comprise one of the newer explanations for gender differences in outcomes. Our effort to assess the quantitative evidence on the importance of these factors suggests that they account for a small to moderate portion of the gender pay gap, considerably smaller than say occupation and industry effects, though they appear to modestly contribute to these differences.

Book excerpt: The gender wage gap persists as an important and controversial topic in various socio-economic agendas and appears as a topic of research in scholarly research regularly. The conventional approach to conducting a gender wage gap assessment is measuring the difference in average earnings between men and women that remains after controlling for various explanatory variables suggested by theory and empirical labor studies. The list of explanatory factors used in particular papers varies depending on the specificity of the population sample, availability of data, research focus and other aspects. Specifically, variation in occupational distribution between men and women in most cases in the literature has been limited to 20-40 fairly broad occupational groups. The inclusion of occupation as an explanatory variable is a controversial approach as it may lead to an undervaluation of the influence of labor market gender segregation tendencies, or, on the opposite, to over-justification of gender-pay differentials. This thesis provides an overview of conventional techniques used for gender wage gap estimations, discusses the importance and appropriateness of occupation as an explanatory variable, and contrasts gender wage gap estimations with and without these controls in the context of the Canadian labor market. Furthermore this thesis tests whether very detailed occupation controls is advantageous compared with a more limited set of broad occupational groups in terms of examination of the wage gap, and suggests evidence for justification of occupational gender segregation that is often perceived as discrimination.
