Here Gawdat Bahgat examines the nation's growing dependence on fossil fuels--particularly oil--and the main challenges it faces in securing supplies from two energy-rich regions, the Persian Gulf and the Caspian Sea. He argues that long-term U.S. energy strategy must be built on diversity of both the fuel mix and the geographic origin of that fuel. It should include a broad combination of measures that would stimulate domestic production, provide incentives for conservation, promote clean technologies, and eliminate political barriers to world markets. Bahgat also contends, however, that the goal should not be energy independence, but finding new ways of managing dependence on oil supplies from abroad. He maintains that despite increasing reservoirs of oil and natural gas throughout the world, including the Caspian Sea, the Persian Gulf will continue to be the main source of U.S. fossil fuel. Bahgat analyzes both recent and historical challenges to the relationship between the United States and Saudi Arabia, the world's largest oil producer and exporter, including the Arab-Israeli peace process. He also discusses the hostility between the United States and Iraq and the tense relationship between the United States and Iran, including such sensitive topics as the proliferation of weapons of mass destruction and terrorism, as well as developments in the wake of September 11, 2001. In his assessment of the underdeveloped Caspian Sea reservoir, Bahgat suggests that energy experts and policy makers have exaggerated the region's potential, citing logistical, economic, and political obstacles that must be overcome before the region plays a major role in producing fossil fuels. These obstacles include domestic ethnic divisions, disputes over the legal status of the Caspian, disagreements over the most cost-effective transportation routes, and changes in the region in the aftermath of the war on terrorism. Gawdat Bahgat, director of the Center of Middle Eastern Studies at Indiana University of Pennsylvania, is the author of The Gulf Monarchies: New Economic and Political Realities; The Future of the Gulf; and The Persian Gulf at the Dawn of the New Millennium.

Bahgat argues that peace between the Arabs and the Israelis and stability in the Persian Gulf are intertwined, and as developments in one region are echoed in the other a dtente between the Persian Gulf states and Israel is essential to reach a lasting, comprehensive peace in the greater Middle East. Bahgat examines major economic, political, and strategic interactions among Tehran, Baghdad, and Riyadh on one side and Tel Aviv on the other to provide tentative assessments of the incipient changes in regional relations in the aftermath of Saddam and Arafat. The assessments include the prospects for relations between post-Saddam Iraq and Tel Aviv and the response of Tehran, Riyadh, and the other Arab states to the changing dynamics of the regional order. The likelihood of an emergent rapprochement between the Persian Gulf states and Israel and the prospects for progress in the Arab-Israeli peace process are also evaluated. Interweaving systems theory, realism, geopolitics, decision-making theory, ideology, and ethnic relations, Bahgat’s account of developments between Israel and each of the Gulf states and the nuances of Israel’s Persian Gulf policy provides a long-needed bridge connecting the two Middle Eastern subsystems.

The causes of these Islamic revolutionary groups, no matter how noble in the Iranian leaderships' eye, do not outweigh the more classic nation-state decisionmaking process that the Iranian government undergoes when it determines the best course of action on an issue of foreign policy and/or national security) realpolitik. It is the neorealist approach which always wins out in national security matters of a state. Presented are four case studies of Iranian relations with Azerbaijan, Turkey, Israel, and four Persian Gulf States (the United Arab Emirates, Bahrain, Oman, and Saudi Arabia). What each reveals is an Islamic Iran's whose policy decisions and actions compelled by the rational, state model of neorealism and not ideology.

Book excerpt: Development of this text has been based on the notion that workforce education and development (WFED) systems—such as, secondary and postsecondary vocational and technical education (VTE), career education and guidance, human resource and organizational development (HROD), and adult training and retraining including literacy programs—have essential roles to play in supporting both individual and national efforts to successfully participate in and reap the benefits offered by globalization. While this assumption has intuitive appeal, not everyone believes that vocational preparation programs result in positive outcomes. Psacharopoulos (1997), an outspoken international critic of vocational education and training, argues that WFED programs often have a low rate of return on a country’s investment when compared to that of the general academic curriculum. He contends that WFED initiatives often fail because too much emphasis is placed on these efforts to address myriad complex issues, and that decision makers do not utilize the available evidence about VTE to make prudent, informed choices. Instead, major players in the global economy like the World Bank tout basic academic education as an essential priority for developing countries wanting to enter into global markets and exchange.

Since establishing the CFSP in the 1990s, the European Union (EU) has showed its enthusiasm for global leadership, empowering European citizenship, and developing its international standing as an economic and political supranational organization. In particular, the book examines the EU’s peacekeeping and conflict resolution dynamics in order to analyze the political and security dimensions of the EU. It argues that, due to the loose collective foreign policy and inter-bloc dilemmas, the EU has failed to perform as an actor of substance in international politics. However, at the regional level, the EU’s peacekeeping efforts have enjoyed considerable success. The book further explains the dynamics of successful (regional) and unsuccessful (extra-regional) peacekeeping and conflict resolution efforts on the part of the EU with the help of a case study. The case study assesses two key hypotheses: that the stronger an EU member state’s collective Europeanization approach is, the higher the success of the EU is in inter-bloc disputes; and that the weaker an EU member state’s execution of the CFSP on international disputes is, the less successful the EU is in the context of international peacekeeping.
