Steve Yetiv, however, advocates an approach that applies five familiar models: rational actor, cognitive, domestic politics, groupthink, and bureaucratic politics. Drawing on the widest set of primary sources and interviews with key actors to date, he applies each of these models to the 1990-91 Persian Gulf crisis and to the U.S. decision to go to war with Iraq in 2003. Probing the strengths and shortcomings of each model in explaining how and why the United States decided to proceed with the Persian Gulf War, he shows that all models (with the exception of the government politics model) contribute in some way to our understanding of the event. No one model provides the best explanation, but when all five are used, a fuller and more complete understanding emerges. In the case of the Gulf War, Yetiv demonstrates the limits of models that presume rational decision-making as well as the crucial importance of using various perspectives. Drawing partly on the Gulf War case, he also develops innovative theories about when groupthink can actually produce a positive outcome and about the conditions under which government politics will likely be avoided. He shows that the best explanations for government behavior ultimately integrate empirical insights yielded from both international and domestic theory, which scholars have often seen as analytically separate. With its use of the Persian Gulf crisis as a teachable case study and coverage of the more recent Iraq war, Explaining Foreign Policy will be of interest to students and scholars of foreign policy, international relations, and related fields.

As well documented as this phenomenon was, it remains largely unexplained. John Mueller provides an account of the complex relationship between American policy and public opinion during the Gulf crisis. Mueller analyzes key issues: the actual shallowness of public support for war; the effect of public opinion on the media (rather than the other way around); the use and misuse of polls by policy makers; the American popular focus on Hussein's ouster as a central purpose of the War; and the War's short-lived impact on voting. Iraq, Saudi Arabia, and Iran are the three regional powers along the Persian Gulf. The Gulf region is important to the United States because of its resources, strategic geography, potential for crises and instability, and centrality to the Muslim religion. The endstate of U.S. policy in the Persian Gulf should be lasting peace and security, both of which can be encouraged by the spread of democracy. "Democracy" need not mean a carbon copy of that practiced by Western Europe or America. But it does mean governments that are representative, adhere to the rule of law, and protect the rights of minorities. Iraq, as an emerging democracy, has the potential to be a regional leader. An American presence in Iraq will need to continue for the distant future to meet Iraq's security needs and to provide U.S. forces access to the region. Iraq is a fundamental component of American foreign policy because it demonstrates America's commitment to freedom and security in the region. Saudi Arabia is a long-time partner of the United States in the Gulf and in the Global War on Terrorism. The U.S. Government has little desire to see the Saudi regime removed from power. American engagement with Saudi Arabia must focus on economic development, government reform, and respect for human rights. Iran is an important and complex part of U.S. policy in the Gulf. Its regime seeks hegemony in the region at America's expense by exploiting its mineral wealth, limiting access to the Gulf, attempting to foil America's efforts in Iraq, and through nuclear proliferation. The policy options for America towards the Iranian regime boil down to three things: regime change, containment, and engagement.

They have seen the Iran-Iraq war from 1980-1988 and the two Gulf Wars with U.S. involvement, that made the Persian Gulf a highly volatile region. Historically, the actions taken by America in the region have been driven by mainly two interests: First, ensuring a continued flow of oil exports of the countries and second, preventing a regional hegemon dominating the politics of the Persian Gulf. These interests had been brought to paper with the Carter Doctrine in 1980 in light of the growing assertiveness of the Soviet Union in the Persian Gulf. Since 9/11, there is also the interest of counterterrorism and today, another power after the Soviet Union tries to seize regional hegemony. The Persian Gulf is now home to a country ruled by a regime that wants to destroy the Israeli state and supports terrorist organizations like Hezbollah and Hamas to further destabilize the region. Furthermore, unrest or even clashes between Sunnis and Shiites in the Persian Gulf countries are possible as they are either majority or minority in a state and oppressed by the antagonistic ruling group. Iran is the main representative of the Shiites, while the GCC countries are ruled by Sunni leaders. The goal of this paper will be to show awareness of the problems in the Persian Gulf, address U.S. interests in the region, identify threats to these interests and provide policy recommendations in how the United States should pursue its Foreign Policy in the Persian Gulf. As this analysis is written through the lens of the Chairman of the House Committee on Foreign Affairs the Foreign Policy perspective drawn out in this paper shall check the Presidents policy and be ultimately determined by and for the interests and well-being of the American people.
