Book Understanding Korean Public Administration

Download or read book Understanding Korean Public Administration written by Kwang-Kook Park and published by Routledge. This book was released on 2016-06-17 with total page 273 pages. Available in PDF, EPUB and Kindle. Book excerpt: Although much has been written about the Korean public administration, the international academic community has little knowledge about it as most of the literature has been written in Korean. This book aims to provide more accessible knowledge internationally by filling that gap, covering both the history and the current status of the Korean public administration. This book is a collaboration of many Korean public administration scholars and would appeal to those interested in the secrets of Korea’s rapid development in such a short span of time. Each chapter covers historical contexts, key to understanding its public administration and an important aspect as Korea is a fast changing society. The book takes on a more pragmatic approach rather than to put the Korean experiences into the western theory. Each chapter therefore provides an extensive discussion on the lessons-learned and practical implications.

Book Performance Evaluation for Public Enterprises

Download or read book Performance Evaluation for Public Enterprises written by Leroy P. Jones and published by World Bank Publications. This book was released on 1991 with total page 54 pages. Available in PDF, EPUB and Kindle. Book excerpt: Performance evaluation is not a simple task in private enterprises and it is all the more complicated in public enterprises. This paper emphasizes three main points: (a) a public enterprise must be evaluated; (b) a public enterprise must not be evaluated like a private enterprise; and (c) a public enterprise should be evaluated by starting with private profit and making a series of adjustments to make it fair to the nation and to managers. This paper suggests introducing a signaling system which consists of three major components. The first is a performance evaluation system, in which national goals are translated into explicit enterprise objectives and quantified in a performance criterion. The second is a performance information system, in which actual achievements are monitored. The third is an incentive system, in which the welfare of managers and workers is linked to national welfare by a pecuniary or non-pecuniary bonus system based on achievement of particular target values of the criterion variables. The paper proposes a phased system of implementation stressing how performance evaluation must be the product of an evolutionary process involving both enterprise managers and government supervisors.

Book Reforming State Owned Enterprises in Asia

Download or read book Reforming State Owned Enterprises in Asia written by Farhad Taghizadeh-Hesary and published by Springer Nature. This book was released on 2021-02-23 with total page 341 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book analyzes state-owned enterprises (SOEs), which are still significant players in many Asian economies. They provide essential public services, build and operate key infrastructure, and are often reservoirs of public employment. Their characteristics and inherent competitive advantages as publicly owned enterprises allow them to play these critical roles. Their weaknesses in governance and inefficiencies in incentive structures, however, also often lead to poor performance. SOEs must be efficient, transparent, and accountable to level the playing field for private companies, secure the growth of a vibrant private sector, and achieve sustained and inclusive economic growth. This book analyzes the reform of SOEs in Asia, the results of which are mixed. The volume concludes that some key conditions generally need to be met for SOE reforms to be successful: national bureaucracies must have the capacity to implement the reforms, and adverse impacts on international trade and investment must be avoided.

Book Is the Management Evaluation System of State owned Enterprises in the Republic of Korea a Good Tool for Better Performance

Download or read book Is the Management Evaluation System of State owned Enterprises in the Republic of Korea a Good Tool for Better Performance written by Jhungsoo Park and published by . This book was released on 2019 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: Based on the need for balance between autonomy and accountability in the management model of public institutions, an active discussion is needed for improvement of the evaluation system. A comprehensive control structure for better performance needs a smart evaluation system. However, from the perspective of the Organisation for Economic Co-operation and Development (OECD)'s guidelines for reforming the governance of state-owned enterprises (SOEs), comprehensive approval of the specific interference and influence of government concerning the operation of individual SOEs has many problems. Therefore, it is important to look for the balance point between standardization and customization. Ruminating on the Republic of Korea's SOE evaluation system with its 35-year history gives us many insights. Through historical institutionalism, we have learned that proper harmonization between structural reform on the hardware side and improvement of the program on the software side is extremely important, and it can be stably integrated into a systematic monitoring system. In accordance with that, it is necessary to design reform that takes into consideration the characteristics of individual institutions such as ownership structure, marketability, public interest, the size of the institution, etc., and to enhance the evaluation system for effective implementation. Every time a new administration emerges, privatization, structural reform, and the coordination of functions are essential processes to adapt to changes in the environment, and such improvement in the evaluation system of SOEs in the Republic of Korea so far shows moderate results. The fact that one system survived 35 years in the dynamic Republic of Korea proves it.
