And upon the further theory, that a new railroad be tween the East and the West can be made to carry freight as cheaply, if not more cheaply, than can be done by water transportation, if it be honestly constructed, for the ready cash, in the most judiciously economical manner, of the three feet gauge, with double tracks and low grades; provided the railroad company owns the road-bed and tracks, and individuals and firms who wish to become common carriers own and operate the trains, paying the railroad company prescribed tolls, the trains being moved at a uniform speed of, say ten miles per hour, and there being full business for the capacity of the road thus managed. Freight is that car-load freight is loaded and unloaded on an industry track or a team-track by the trader, or by some one employed by him, while I. C. L. Freight is loaded and unloaded and passed through a station, at the expense of the railway. Consequently, car-load rates are substantially less per ton than 1. C. L rates, for carrying the same goods. Whether the government. The express company or the railroad company undertakes to transport the goods. The railway actually performs the entire transportation service, except the movement between the premises of the traders and the stations of the railway companies. Such movement is called collection and delivery. Parcel post Is not collected. But is delivered by the government. Express is collected and delivered by the express company. Freight is collected and delivered, not by the railway company, but by the trader or by the owner of trucks or teams, whom we will call the trucker. On the other hand, the Union Southern Pacific, to which the late Mr. E. H. Harriman gave one of the highest types of organization, has a Traffic Vice President, Who is subject to the Director of Traffic, and two Traffic Managers - one for freight and one for the passenger service. The necessity for having a single traffic head over the federation of large railway systems included in the Harriman Lines is apparent. Harmony and unity of traffic policy would otherwise be practically im possible. A railway system of medium proportions, like the Delaware, Lackawanna Western or the Philadelphia&, Reading, is apt to have the passenger branch of the service headed by the General Passenger Agent, while the freight department, which has charge of a larger volume of business, is under the control of a Freight Traffic Manager, who, like the General Passenger Agent, reports directly to the Traffic Vice President. The general organization of the passenger traffic depart ments of the Pennsylvania Railroad Company and of the Southern Pacific Company may be selected as typical of large systems. One is a large but closely consolidated sys tem, managed from a single center; while the other is so decentralized as to require several administrative centers. The Pennsylvania organization was presented in Chapter IV, but may be repeated here as a basis for the present discussion. On many railroads the service is conducted so smoothly that the public seldom hears of 'any trouble. On all the roads the disturbances are among the freight conductors and brakemen almost exclusively. This class includes the ao-called switchmen. The station agents and many other classes never strike, though their pay is smaller, in proportion to the skill demanded, than that of train men. The pas senger train men generally do not join the freight men. The Pennsylvania road rarely has a strike. It has an insurance department through which the company grants the employees actual gra tuities of or a year, besides affording incidental benefits. The Baltimore Ohio has a similar department, older than the Pennsylvania's. The Chicago, Burlington 8: Quincy and the Philadelphia Reading have started these departments. The Boston Albany and other roads. Employing to men each, have had no strike of any consequence in many years. A number of prominent companies pay premiums to the foremen of track repairs. And, again, the public whom the railway serves looks to the agent as its chief informant and adviser in matters relating to the business of shipping and of traveling. In general, the tendency of circumstances a tendency that is undoubtedly increasing in strength is toward the necessity of the agent's being not merely a hired servant of his company but an all-round, intelligent, capable individual person. It is in accordance with, if not in consequence of, this tendency that schools have in recent years been established and are being established to fit men for the really intelligent understanding and performance of duties connected with railway service in general. The present work aims to contribute some thing towards meeting the demand involved in this tendency, so far as station service is concerned. The substance of the work was first made public in a short course of lectures delivered by invitation before the class in Railway Administration at Michigan University in the autumn of 1909; and it is the hope of the author that the work as here presented may be found of use to classes in railway administration in other institutions, as well as to railway agents in general, to shippers in some degree, and to the general student of railway matters. The matter of the book has been derived mostly through an experience of a dozen or more years on two leading lines of the West, no written work cover ing precisely the field of the book having fallen into the author's hands.
