If this be a fact, as I have no reason to doubt, from the concurrent testimony of so many Gentlemen, it will be impossible for the enemy to bring a greater force up the river than there is to Oppose them. How they will be able under these circumstances to remove the Obstruction in the river, when they are constantly annoy'd and threaten'd with the fire rafts, is difficult for me to conceive. However it is proposed in aid to these, to add some fortifications upon the land, one at Billingsport, one at Red Bank, and one at Derby's Creek, the situation Of all which your Excellency had an opportunity to see. I will just examine how far they will add to the security Of the River, and what force it would take to give this aid, and then see wether the security on this side, will not diminish the land force to such a degree as to render the principal Object less secure than without them, not to say any thing about the expence and trouble attending their construction.
