Book excerpt: During the 1930's, 23 million peasants left their villages and moved to Soviet cities, where they comprised almost half the urban population and more than half the nation's industrial workers. Drawing on previously inaccessible archival materials, David L. Hoffmann shows how this massive migration to the cities—an influx unprecedented in world history—had major consequences for the nature of the Soviet system and the character of Russian society even today.Hoffmann focuses on events in Moscow between the launching of the industrialization drive in 1929 and the outbreak of war in 1941. He reconstructs the attempts of Party leaders to reshape the social identity and behavior of the millions of newly urbanized workers, who appeared to offer a broad base of support for the socialist regime. The former peasants, however, had brought with them their own forms of cultural expression, social organization, work habits, and attitudes toward authority. Hoffmann demonstrates that Moscow's new inhabitants established social identities and understandings of the world very different from those prescribed by Soviet authorities. Their refusal to conform to the authorities' model of a loyal proletariat thwarted Party efforts to construct a social and political order consistent with Bolshevik ideology. The conservative and coercive policies that Party leaders adopted in response, he argues, contributed to the Soviet Union's emergence as an authoritarian welfare state.

Two related philosophical or theoretical poses that characterized the prominent ethnological thinkers of this period, and earlier, are related to this phenomenon. One was the prevalent positivism, the other the belief in human progress as a form of social, cultural, and mental evolution. Comprised of 19 chapters, this volume begins by looking at several eminent scholars dealing more closely with the subject of ethnology, including Henry Maine and John F. McLennan in Great Britain; Johann J. Bachofen in Switzerland; and Fustel de Coulanges in France. In particular, the chapter examines the disagreement among Maine, Bachofen, McLennan, and Fustel de Coulanges as to the nature of the earliest society and its form of marriage; the nature of the evolutionary transformations of society (especially from primitive society to civilization); and the actual meaning and function of kinship terminology. It also examines how these conflicts shaped the metamorphosis of a closed, isolated, localized society into an open one and its incorporation into national politics as well as global economics. Comprised of 11 chapters, this book begins with a review of the theories of modernization and dependency, followed by a discussion on the development of the world market for wool and the component elements of the wool economy of the entire southern Peru. Subsequent chapters focus on the regional society in more detail, with emphasis on the concept of region and the economic activities of different sectors; variation in forms of land tenure and labor relations in two provinces; the relations among herders, peasants, and artisans; and regional politics. The three major groups of artisans and workers in the region who use wool are considered, namely, urban furriers, textile mill workers, and rural weavers. The book concludes with an analysis of the fundamental importance of the wool export economy in the Sicuani region using the sectorial model. This monograph should be of interest to students and anthropologists.

Book excerpt: In the 1990s, Yugoslavia, which had once been a role model for development, became a symbol for state collapse, external intervention and post-war reconstruction. Today the region has two international protectorates, contested states and borders, severe ethnic polarization and minority concerns. In this first in-depth critical analysis of international administration, aid and reconstruction policies in Kosovo, Jens Stilhoff Sörensen argues that the region must be analyzed as a whole, and that the process of state collapse and recent changes in aid policy must be interpreted in connection to the wider transformation of the global political economy and world order. He examines the shifting inter- and intracommunity relations, the emergence of a "political economy" of conflict, and of informal clientelist arrangements in Serbia and Kosovo and provides a framework for interpreting the collapse of the Yugoslav state, the emergence of ethnic conflict and shadow economies, and the character of western aid and intervention. Western governments and agencies have built policies on conceptions and assumptions for which there is no genuine historical or contemporary economic, social or political basis in the region. As the author persuasively argues, this discrepancy has exacerbated and cemented problems in the region and provided further complications that are likely to remain for years to come.
