The structural transformation that happened successfully for privileged countries in the capitalist centre, proved to be a formidable challenge for a vast number of post-colonial countries in the capitalist periphery. The global and local condition and the political and economic conditions of the contemporary times makes it a considerable challenge for political economists to explain. This reader aims to provide an understanding on range of conceptual and empirical issues of the role of agrarian transformation for capitalist system, with a special focus on Indian agrarian transition. The reader consists of short summaries of fourteen selected works on agrarian question in the Indian and global context. Book excerpt: Throughout his life Karl Marx commented on the French Revolution, but never was able to realize his project of a systematic work on this immense event. This book assembles for the first time all that Marx wrote on this subject. François Furet provides an extended discussion of Marx's thinking on the revolution, and Lucien Calvié situates each of the selections, drawn from existing translations as well as previously untranslated material, in its larger historical context. With his early critique of Hegel, Marx started moving toward his fundamental thesis: that the state is a product of civil society and that the French Revolution was the triumph of bourgeois society. Furet's interpretation follows the evolution of this idea and examines the dilemmas it created for Marx as he considered all the faces the new state assumed over the course of the Revolution: the Jacobin Terror following the constitutional monarchy, Bonaparte's dictatorship following the parliamentary republic. The problem of reconciling his theory with the reality of the Revolution's various manifestations is one of the major difficulties Marx contended with throughout his work. The hesitation, the remorse, and the contradictions of the resulting analyses offer a glimpse of a great thinker struggling with the constraints of his own system. Marx never did elaborate a theory of an autonomous state, but he never stopped wrestling with the challenge to his doctrine posed by late eighteenth-century France, whose changing conditions and successive regimes prompted some of his most intriguing and, until now, unexplored thought.

It examines how ruling class political ideology determined the agricultural policies from colonial rule. It considers both quantitative and qualitative aspects in all periods: colonial period to pre-green revolution phase, post-green revolution phase (early and late stages) and post-globalisation phase after 1991. India has achieved the ability to maintain food security, through enough food grain buffer stocks to meet the enormous public distribution system. But, with India’s entry into WTO in 1994, euphoria has been created among all types of farmers to adopt commercial crops like cotton cost-intensive inputs. Even food grain crops are grown through use of costly irrigation and chemicalised inputs. But they lacked remunerative prices, and so farmers began to commit suicides, which crossed 3.5 lakh. Government of India attributed this agrarian crisis to the technology fatigue and gave scope for second green revolution (GR-II). GR-I was achieved by public sector enterprise, whereas the GR-II as gene revolution is a result of private sector enterprise/MNCs. There is fear that opening up of the sector may lead to handover of the family farms to big agri-multinationals. GOI’s proposal to double farmers’ income by 2022 is feasible only when the problems, being faced by small, marginal and tenant farmers, are addressed in agricultural marketing, credit and extension services. Now, it is time to go for suitable forms of cooperative/collective agriculture, as 85 percent of total cultivators are the small and marginal farmers. The influx and increase of the proletariat created a housing crisis. On June 26 1872, Engels contributed the first of a series of articles to the Volksstaat, entitled "The Housing Question." The last appeared on February 22 1873. Engels' central point was that the revolutionary class policy of the proletariat cannot be replaced by a policy of reforms, because "it is not that the solution of the housing question simultaneously solves the social question, but that only by the solution of the social question, that is, by the abolition of the capitalist mode of production, is the solution of the housing question made possible." The series criticizes Proudhonism (and petty-bourgeois socialism in general, including Lassalleanism). It also discusses things like the nature of the State, the dictatorship of the proletariat, the eradication of the antithesis between town and country, the solution of the agrarian problem, forms of the socialist reconstruction of society and the tasks of the proletarian party.

Roland Boer and Christina Petterson blaze a new trail, relying on the expansive work on the Roman economy of G. E. M. de Ste. Croix (who was relatively uninterested in the New Testament, however) and on the theoretical framework of the Regulation school. Theoretically flexible and responsive to historical data, Regulation theory gives appropriate regard to the centrality of agriculture in the ancient world and finds economic instability to be the norm, except for brief episodes of imposed stability. Boer and Petterson find the Roman world in crisis as slavery expands, transforming the agricultural economy so that slave estates could supply the needs of the polis. Successive chapters describe aspects of the economic crisis in the first century and turn at last to understand the ideological role played by nascent Christianity.
