Book excerpt: Louise Michel was born illegitimate in 1830 and became a schoolmistress in Paris. She was involved in radical activities during the twilight of France’s Second Empire, and during the Franco-Prussian War of 1870 and the siege of Paris. She was a leading member of the revolutionary groups controlling Montmarte. Michel emerged as one of the leaders of the insurrection during the Paris Commune of March-May 1871; and French anarchists saw her as martyr and saint – The Red Virgin. When the Versailles government crushed the Commune in May 1871, Michel was sentenced to exile in New Caledonia, until the general amnesty of 1880, when she returned to France and great popular acclaim and support from the working people of the country. Michel was arrested again during a demonstration in Paris in 1883 and sentenced to six years in prison. Pardoned after three years, she continued her speeches and writing, although she spent the greater part of her time from 1890 until her death in 1905 in England in self-imposed exile. It was during her prison term from 1883 to 1886 that she compiled her Memoires, now available in English. These memoirs offer readers a view of the non-Marxist left and give an in-depth look into the development of the revolutionary spirit. The early chapters treat her childhood, the development of her revolutionary feelings, and her training as a schoolteacher. The next section describes her activities as a schoolteacher in the Haute-Marne and Paris and therefore contains much of interest on education in 19th-century Europe. Her chapters on the siege of Paris, the Commune, and her first trial show those events from the point of view of a major participant. Of particular interest is a chapter on women’s rights, which Michel saw as part of the search for the rights of all people, male and female, and not as a separate struggle. The Red Virgin: Memoirs of Louise Michel will be useful to both scholars and students of 19th-century French history and women’s studies.

Bagby explains how the election of 1920 contributed to momentous shifts in American politics by detailing why the major political parties abandoned sentiments that were widely accepted several years prior to the election. Prior to World War I, two significant streams of progressivism maintained center stage in American politics—the Progressive movement and the world peace movement. The war proved not to be prohibitively distracting for the Progressive movement, which carried on well into the war years. But the war also introduced new elements into American political life, such as the restriction of free speech, popular outbursts of intolerance and hatred encouraged by war propaganda, and a belief in the necessity and efficacy of violence. Many of these elements eroded the ideals undergirding the Progressive movement. The international peace movement reflected the spirit of idealistic internationalism that characterized the tenor of American foreign policy from the beginning to the end of the war. However, the election of 1920, the first presidential election after World War I, addressed the question of whether America would resume its progressive efforts at home and abroad following the war. The election ultimately stymied both political currents, proving to be an end for both the Progressive movement and the world peace movement.

In the last few decades, there has been a growing tendency to consider that amnesties are prohibited in respect of certain grave crimes. However, the question remains controversial as there is no explicit treaty ban and general amnesties continue to be frequently issued in post-conflict and transitional contexts. The first part of the book explores the use of amnesties from antiquity to the present day. It reviews amnesty traditions in ancient societies and provides a global picture of modern amnesties. In parallel, it traces the development of the accountability paradigm underpinning the current prohibitive stance on amnesties. The second part assesses the position of modern international law on amnesties. It comprehensively analyses the main arguments supporting the existence of a general amnesty ban, including the duty to prosecute international crimes, the right to redress of victims of human rights violations, international standards and trends in state practice, and the mandate of international criminal courts. The book argues that, while international legal or policy requirements restrict the freedom of states to extend amnesty in respect of serious crimes, or the effectiveness of amnesty measures in preventing the prosecution of such crimes, these restrictions do not add up to an absolute and universal prohibition.

S¾nchez Jr. examines the artists' assembly formed in the Commune, recounts the program and activities of the group and its members, and charts their fate after the fall of the Commune and during the ensuing repression of the Communards. ø Departing from the tradition established by Karl Marx, which views the Commune as a precursor of revolutionary socialism, the author portrays the artists' federation as a complex mixture of conservative and reformist elements, situated at a historical crossroads. These artists?including Gustave Courbet, Jules Häreau, Edouard Lockroy, Jules Dalou, and Läon and August Ottins?were part of a tradition of artists' assemblies dating to 1789 even as they argued for radical change in artists' social status and autonomy. During the roughly 50-year period from the fall of the Paris Commune to the creation of the powerful French Communist Party, the French labour movement shifted from schism to broad-based solidarity and back to schism. In this 2001 book, Ansell analyses the dynamic interplay between political mobilization, organization-building, and ideological articulation that produced these shifts between schism and solidarity. The aim is not only to shed light on the evolution of the Third Republic French labour movement, but also to develop a more generic understanding of schism and solidarity in organizations and social movements. To develop this broader understanding, the book builds on insights drawn from sociological analyses of Protestant sects and anthropological studies of segmentary societies, as well as from organization and social movement theory.
