It introduces different actors to the study of international law in this context, in particular highlighting the importance of institutional actors and the role of the media. It takes a theoretical approach, informed by detailed empirical analysis of key case studies, which challenges the traditional distinction between the spheres of 'the international' and 'the domestic' in global affairs, and the role of international law in the making of public policy. The book specifically critiques the idea of the 'politics of justification', which argues that deploying international legal norms to justify governmental decisions resulting in the use of force necessarily constrains government actions, and leads to fewer instances of military intervention. The politics of justification, on this account, can be seen as a progressive practice, through which international law can become embedded in domestic societies. The book investigates the actors engaged in this justification, and the institutional contexts within which legal justification is articulated, interpreted, and contested. It provides a rich, detailed account of domestic British discourse in the crucial case studies of the Suez Crisis of 1956 and the Iraq War of 2003, making extensive use of archival material, newspaper and television reporting, Parliamentary debates, polling data, personal memoirs, and the declassified material provided to several Public Inquiries, including the Chilcot Inquiry. In light of these sources, it considers the concept of international law as a language and form of communication rather than a set of abstract norms. It argues that a detailed understanding of how that language is deployed, both in private and in public, is essential to gaining a deeper understanding of the role of international law in domestic politics. This book will be illuminating reading for scholars and students the use of force in international law, historians, and media theorists.

The focus on warfare allows the editors to offer larger entries on major topics (e.g., "Agincourt," "Crusades," "Feudalism") and introduce many complementary topics. The editors are concerned with Europe; they expand coverage into Asia or Africa only because of the connection to medieval Europe. Coverage also includes an abundance of entries pertaining to Central and Eastern Europe. Most of the 1,000-plus entries are about a page in length, but a few approach 50 pages. Medium and large-size entries, such as "Chivalry," "Germany," and "Slavic Lands," discuss primary sources and very valuable historiographies. A thorough index helps readers locate the Knights Templar under "Orders, Military, Levantine Orders." Cross-references and bibliographies follow each of the signed entries. Locating reliable and scholarly information on the Knights Templar and Vlad Tepes (Dracula) is tricky. Some of the bibliographies include sources in foreign languages. For example, the references for the Black Army of Hungary are in Hungarian. Noticeably missing are entries for the many wars. This set is particularly suited to research libraries. Book excerpt: Research polls, media interviews, and everyday conversations reveal an unsettling truth: citizens, while well-meaning and even passionate about current affairs, appear to know very little about politics. Hundreds of surveys document vast numbers of citizens answering even basic questions about government incorrectly. Given this unfortunate state of affairs, it is not surprising that more knowledgeable people often deride the public for its ignorance. Some experts even think that less informed citizens should stay out of politics altogether. As Arthur Lupia shows in Uninformed, this is not constructive. At root, critics of public ignorance fundamentally misunderstand the problem. Many experts believe that simply providing people with more facts will make them more competent voters. However, these experts fail to understand how most people learn, and hence don't really know what types of information are even relevant to voters. Feeding them information they don't find relevant does not address the problem. In other words, before educating the public, we need to educate the educators. Lupia offers not just a critique, though; he also has solutions. Drawing from a variety of areas of research on topics like attention span and political psychology, he shows how we can actually increase issue competence among voters in areas ranging from gun regulation to climate change. To attack the problem, he develops an arsenal of techniques to effectively convey to people information they actually care about. Citizens sometimes lack the knowledge that they need to make competent political choices, and it is undeniable that greater knowledge can improve decision making. But we need to understand that voters either don't care about or pay attention to much of the information that experts think is important. Uninformed provides the keys to improving political knowledge and civic competence: understanding what information is important to and knowing how to best convey it to them.
