Book excerpt: In the mid-1870s and 1880s many debtor countries faced severe external debt service problems and eventually had to agree on new contracts for the settlement of their debts. This process always involved power asymmetries in favor of the creditors. In some cases, the lenders were satisfied by institutional changes aimed at securing the repayment of their loans and the creation of opportunities to further their economic or political gains. In other cases, the lenders went even further and seized the direct control of the fiscal revenues of the debtor countries. Among these countries Ottoman Empire presents a unique case of an empire gradually dissolved and peripheralized within the capitalist world economy. This work analyzes the external debt crisis in the Ottoman Empire by focusing on the institutional changes following the establishment of the Ottoman Public Debt Administration (OPDA) and its role in the peripheralization of the Ottoman economy.

Pursuing a comparison of different regions of the empire, this book demonstrates that the Ottoman imperial universe was shaped by three distinct and simultaneous narratives: market relations in its coastal areas; imperial bureaucracy in the cities of central Anatolia, Syria and Palestine; and Islamic trust networks in the frontier regions of the Arabian Peninsula. Across two hundred years, long periods of financial turmoil were followed by energetic and pragmatic reforms that invariably ended with another collapse. Why did a country with an industrializing economy, solid private property rights, and (until 1918) a near perfect reputation as a rock-solid repayer of its debts stick for such a prolonged period with an inconvertible currency? Why did the Russian gold standard differ from the European model? In answering these questions, Ekaterina Pravilova argues that politics and culture must be considered alongside economic factors. The history of the Russian ruble offers an opportunity to explore the political reasons behind the preservation of a supposedly backward financial system and to show how politicians used monetary reforms to block or enact political transformations. The Ruble is a history of Russia written in the language of money. It shows how economists, landowners, merchants, and peasants understood, perceived, and used financial mechanisms. The changes in processes of production, networks of trade, and relations among various social groups are described on the basis of archival material on western Anatolia. Considering world affairs and Ottoman developments simultaneously makes this work unique in its field. This approach captures the transformation of the Ottoman Empire during the nineteenth century in all its complexity. In addition to providing original information about western Anatolia, the books also offers a general model for combining the macro concerns of historical sociology with detailed research in social history.

From revolutionary crisis to empire and the rise and fall of a post-war world order, the problem of debt has never been the sole purview of closed economic circles. This book offers a key to understanding the centrality of public debt today by revealing that political problems of public debt have and will continue to need a political response. Today’s tendency to consider public debt as a source of fragility or economic inefficiency misses the fact that, since the eighteenth century, public debts and capital markets have on many occasions been used by states to enforce their sovereignty and build their institutions, especially in times of war. It is nonetheless striking to observe that certain solutions that were used in the past to smooth out public debt crises (inflation, default, cancellation, or capital controls) were left out of the political framing of the recent crisis, therefore revealing how the balance of power between bondholders, taxpayers, pensioners, and wage-earners has evolved over the past 40 years. Today, as the Covid-19 pandemic opens up a dramatic new crisis, reconnecting the history of capitalism and that of democracy seems one of the most urgent intellectual and political tasks of our time. This global political history of public debt is a contribution to this debate and will be of interest to financial, economic, and political historians and researchers.
