It does not attempt to prescribe specific actions, but rather to suggest in light of other alternatives, one that provides the greatest long term benefit. The purpose of this paper is to propose a means by which policymakers can best protect U.S. national interests in light of the increased international development of space. It does this by addressing two issues: why following a multilateral, diplomatic and legal approach to confronting international space development is the most beneficial strategy to protecting American national interests; why policymakers will use multilateral engagement to resolve continuous space development issues despite inclinations to act otherwise.

Book excerpt: "Today, the US government struggles to coordinate space policy across the commercial, civil, and national security space sectors. Historically, the National Space Council is the primary organization attempting to align space policy and strategy across the whole of government, but it has suffered from a changing organizational structure and an intermittent existence since its creation in 1958. With recent developments in the space domain including the reestablishment of US Space Command, creation of the US Space Force, and growth of the commercial and civil space sectors, the need for a national space coordinating organization to advance space policy and strategy is imperative to ensure unity of effort across the federal government. The Air Coordinating Committee and its history of advancing aviation policies and activities during a formative period, from 1945 to 1960, offer a starting point for deriving observations and lessons that a national space policy advisory group may find useful. Instead of focusing on what policies the National Space Council or similar interagency organization should prioritize, this study suggests how an organization approaches policymaking is also important. As such, it offers four implications for a national space policymaking mechanism and highlights the importance of interagency coordination: transforming the role of a national space organization and its approach to policymaking; reforming the organization of today’s National Space Council by reducing principals and delegating authorities to lower level working groups; connecting domestic policy achievements to international leadership; and underpinning policymaking efforts with industry expertise."--Abstract.
