Book excerpt: Excerpt from The Organization and Administration of a State's Institutions of Higher Education It is needful, to-day in America, to pause at the outset of any serious discussion either of organization or administration, by a man who does not share the prevalent notion that organization and administration mean the same thing, to explain the very ideas to be invoked by the words. It is the confusion of those ideas, and not "education" that is really "the great American superstition." The misconception is manifested in almost every social or political movement. The desire to "do things" is seldom directed by knowledge of the importance of accomplishing them through proper agencies. Or, only some nearest relation or particular consequence of a measure is regarded, and its distant connections or permanent tendencies are ignored. Associated with the main misconception, in educational affairs, has been the notion that "executive ability" is a thing apart from and independent of masterful knowledge of the business in hand. Also, because financiering combinations have been successfully administered without being truly organized, it has been supposed that universities (and school systems) could be prospered in like manner. In this error it has been forgotten that a dividend was the simple object and criterion of success in the financiering combination; whereas a university should be a true organism, not a mere combination, and its parts can healthfully subsist only in an atmosphere of confidence and fellowship and through spontaneous mutual service. A stone when struck resists. If its resistance is greater than the force of the blow struck, it remains outwardly unchanged. Otherwise, it is shattered into smaller bits. Never does the stone attempt to react in such a way that it may maintain itself against the blow, much less so as to render the blow a contributing factor to its own continued action. While the living thing may easily be crushed by superior force, it none the less tries to turn the energies which act upon it into means of its own further existence. If it cannot do so, it does not just split into smaller pieces (at least in the higher forms of life), but loses its identity as a living thing. As long as it endures, it struggles to use surrounding energies in its own behalf. It uses light, air, moisture, and the material of soil. To say that it uses them is to say that it turns them into means of its own conservation. As long as it is growing, the energy it expends in thus turning the environment to account is more than compensated for by the return it gets: it grows. Understanding the word "control" in this sense, it may be said that a living being is one that subjugates and controls for its own continued activity the energies that would otherwise use it up. Life is a self-renewing process through action upon the environment.

The schools are here to stay, and they must be greatly improved. Better schools mean more money for their support. Is there not a way to improve them, and at the same time not make them too burdensome to the taxpayer? It is the purpose of this paper to show that this can be done by a proper, business-like management of the great educational endowment offered recently by Congress. When Illinois, Kansas, Missouri and the most of the older States were admitted to the Union, Congress gave to each of them Sections 16 and 36 acres) in each township throughout the State for the support of the common schools, besides giving large bodies of land for the higher institutions of learning. On the admission of Colorado, a more liberal grant was made, particularly for internal improvements, for which 500. 000 acres were given. Book excerpt: Excerpt from The State's Provisions for Higher Education: January 19, 1942 The four institutions of higher education were all opened within three or four years after their establishment, Each was under the control of a local executive board, under the general supervision of the state board of education. In 1909, the powers of the local executive boards were more closely defined and the state board of education assumed more power. In 1915, the four institutions of higher education were combined into the University of Montana, under the executive control of an officer, titled chancellor. This officer was appointed in 1915, and opened the chancellor's office in 1916. However, the local executive boards were retained, and still exist, even though their functions were taken from them. In 1953, legislative appropriation for the posi tion of chancellor was discontinued and the office of the chancellor was left in charge of the executive secretary, who had worked in the central office under the chancellor. Still later, the office of the executive secretary became vacant, and an office employe became acting executive secretary. The presidents now serve directly under the state board of education and for matters of common con cern the presidents form a council to advise the board. In 1927, the legislative assembly established Eastern Montana Normal School. This school was located by the state board of education at Billings.
