Book excerpt: William Allen White (February 10, 1868 - January 29, 1944) was a renowned American newspaper editor, politician, author, and leader of the Progressive movement. Between 1896 and his death, White became the iconic spokesman for middle America. *Early life* Born in Emporia, Kansas, White moved to El Dorado, Kansas, with his parents, Allen and Mary Ann Hatten White, where he spent the majority of his childhood. He loved animals and reading various books.He attended the College of Emporia and the University of Kansas, and in 1892 started work at The Kansas City Star as an editorial writer. *Family* White married Sallie Lindsay in 1893. They had two children, William Lindsay, born in 1900, and Mary Katherine, born in 1904. Mary died in a 1921 horse-riding accident, prompting her father to write a famous eulogy, "Mary White," on August 17, 1921.White visited six of the seven continents at least once in his long life. Due to his fame and success, he received 10 honorary degrees from universities, including one from Harvard. White taught his son William L. the importance of journalism, and after his death, William L. took charge of the Gazette and continued its local success. William L.'s wife, Kathrine, ran it after he died. Their daughter, Barbara, and her husband, David Walker, took it over much as William had earlier, and today the paper remains family-run, currently headed by WAW's great-grandson, Christopher White Walker. White developed a friendship with President Theodore Roosevelt in the 1890s that lasted until Roosevelt's death in 1919. Roosevelt spent several nights at White's Wight and Wight-designed home, Red Rocks, during trips across the United States.White was to say later, "Roosevelt bit me and I went mad."Later, White supported much of the New Deal, but voted against Franklin D. Roosevelt every time.

Progressive Era reformers urged this revision in answer to the corruption of state "machines" under the dominance of party bosses. They also believed that direct elections would make the Senate more responsive to popular concerns regarding the concentrations of business, capital, and labor that in the industrial era gave rise to a growing sense of individual voicelessness. Popular control over the higher affairs of government was thought to be possible, since the spread of information and communications technology was seen as rendering indirect representation through state legislators unnecessary. However sincerely such reasons were advanced, C. H. Hoebeke contends, none of them accorded with the original intent of the Constitution's framers.The driving force behind the Seventeenth Amendment was the furtherance of democracy?exactly what the founders were trying to prevent in placing the Senate out of direct popular reach. Democracy was not synonymous with liberty as it is today, but simply meant the absolute rule of the majority. In full reaction to the egalitarian theories of the Enlightenment, and to the excesses of popular government under the Articles of Confederation, the Constitution's framers sought a "mixed" Constitution, an ancient ideal under which democracy was only one element in a balanced republic. Accordingly, only the House of Representatives answered immediately to the people. But as Hoebeke demonstrates, the states never resisted egalitarian encroachments, and had settled for popular expedients when electing both presidents and senators long before the formal cry for amendment. Book excerpt: When the United States was born in the revolutionary acts of 1776, Americans viewed the role of government as the protector of their individual rights. Thus, the fundamental principle underlying the new American government was liberty. Over time, the ideology of political "democracy"—the idea that the role of government is to carry out the "will of the people," as revealed through majority rule—has displaced the ethics of liberty. This displacement has eroded individual rights systematically and that history is examined in Liberty in Peril by Randall Holcombe in language accessible to anyone. The Founders intended to design a government that would preclude tyranny and protect those individual rights, and the Bill of Rights was a clear statement of those rights. They well understood that the most serious threat to human rights and liberty is government. So, the Constitution clearly outlined a limited scope for government and set forth a form of governance that would preserve individual rights. The federal government's activities during two world wars and the Great Depression greatly increased government's involvement in people's lives. By the time of Lyndon Johnson's "Great Society," the depletion of rights and the growth of the activities of political democracy was complete. By the end of the 20th Century the fundamental principle underlying the U.S. government was now political power and not liberty. Public policy was oriented toward fulfilling the majority rule with the subsequent increase in government power and scope. Holcombe argues that economic and political systems are not separate entities but are intimately intertwined. The result is a set of tensions between democracy, liberty, a market economy, and the institutions of a free society. All those interested in the evolution of American government, including historians, political scientists, economists, and legal experts, will find this book compelling and informative.
