The two former meetings were held at Cambridge and Oxford, in the bosom of the ancient universities of the land, where Church men might assemble in full security. But it was a bold step to pass from Oxford to Manchester, from the seat of learning to the centre of commerce, from those quiet resting places to a region of business and action, from the halls of the university to other halls where the doctrine of free trade is extended even to matters of religion. Book excerpt: Contrary to our perception of the centrality of the churches in English life in the nineteenth century, the disappointing results of the 1851 Religious Census led religious leaders to seek a variety of ways to increase religious allegiance as the century progressed. The apparent apathy and lack of interest in formal religion on the part of the working classes was particularly galling, and the various denominations tried hard to attract them through evangelical missions as well as social and charitable ventures which sometimes competed with religious concerns, to the latter’s detriment. This book traces the motivations, concerns and efforts of the churches, particularly in the period between 1870 and 1920, and the ambivalent responses of ordinary people. The Education Act of 1870 led to the churches losing their hold on the education of the young, a consequence foreseen by many church leaders, but unable to be prevented. By 1920 it was apparent that the churches’ optimism regarding an increased role with a war-weary population would not be fulfilled. The focus is on the city of Leeds, representative of the industrialised urban areas with burgeoning populations which proved to be such a challenge to the churches, at the same time stimulating them to ever-greater efforts.

Three previous Congresses have run into viz., 1874, Brighton, members and 725 day and evening tickets; 1877, Croydon, members and 730 day tickets; 1888, Manchester, members and day and evening tickets. Birmingham Churchmen will doubt less find some recompense for the long delay, and the long deferred hope of welcoming Congress, in the magnificent success which has crowned all their efforts on behalf of this year's meeting. The metropolis of the Midlands did honour to herself by the reception she gave to the Church Congress of 1893, and the Congress excelled itself in point of numbers and not a few other features. If posterity should enquire why the important city of Birmingham, centrally situated in the midst of large populations, and with half a million of her own citizens, was not visited by Congress until it had reached the thirty-third year of its history, answer will be most prudently made in terms such as those spoken by the Archbishop of Canterbury on the occasion of the municipal welcome.
